  • 5 Jan 2017 in Senate: Thank you Mr. Chairman, Sir, for giving me this opportunity to contribute to this very serious topic that has had Kenyans glued to their television sets to know the way forward for this country. My contribution will be short and based on the submissions that were made by Dr. Shem Ochuodho. On behalf of Kenyans in diaspora, he said that they have noted that it was not necessary to over-emphasise the use of technology during elections. Instead, there is need to look at human interface; the ICT department at the IEBC and its ability to handle the technology. I am ... view
  • 5 Aug 2016 in Senate: Thank you Mr. Deputy Speaker, Sir, for this opportunity. I am happy to be present in the House today to deliberate on the disbursement of funds to our counties. If possible, we should approve the Schedule so that the money can be transferred to our counties. Currently, there are serious issues whereby many county staff are threatening to strike because of non-payment of salaries. The suppliers are now complaining because of late payments. Therefore, it would have been important for all the Senators to be present - after the message was circulated – to pass this Motion. Mr. Deputy Speaker, ... view
  • 26 Apr 2016 in Senate: Mr. Temporary Speaker, Sir, in addition to what Sen. Chelule has said, the people of Nakuru County are together with the family of the former President at this time of sadness. This news was received with a lot of shock because for close to five years, we have been waiting to see former First Lady, Lucy Kibaki. The people of Nakuru have been waiting for an opportunity to sit down and dine with her but, unfortunately, this has not been realised. I, therefore, take this opportunity to condole with the family of the former President and the people of Nyeri, ... view

  • 16 Dec 2015 in Senate: Mr. Deputy Speaker, Sir, I rise to contribute to this particular limit. In the changes suggested by the Executive, we are talking about an office becoming vacant because of various reasons. The PSC is supposed to appoint someone to run it for 90 days. If the Opposition is not comfortable with this, they should have suggested a reduction of the number of days. This is not a permanent replacement. It would have been right for them to apparently come with credible changes that we would have listened to. view
  • 7 Oct 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I rise to also seek some clarification from the Chair. This is on matters touching on our counties’ finances. On several occasions, when we Senators raise issues in the House or in the Committees, they are misunderstood by the Members of the County Assemblies (MCAs) and others. The implication is that the Senator from a particular county is instigating questions or investigations touching on that. Therefore, I would like the Chairman to make a clarification in that any time his Committee is requesting the governors and other persons to come and ... view
  • 7 Oct 2015 in Senate: Mr. Temporary Speaker, Sir, I was just concluding. Therefore, I am seeking that clarification. view
  • 7 Oct 2015 in Senate: On a point of information, Mr. Temporary Speaker, Sir. I appreciate the Senate Minority Leader for the kind words that he has for my county. However, it is unfortunate to judge a county by the way the roadside looks like. It could be quite different from what is happening in there. I believe that when you have a governor who says that he is going to clean a town and the kind of dirt that he is referring to are human beings, I do not believe that is cleaning. Therefore, I would like the Senate Minority Leader to withdraw. He ... view
  • 7 Oct 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. It is unfortunate that the Senate Minority Leader can utter such words. Any time that I am out of this House, I normally do so with permission from the Speaker. At the same time, I happen to be a Senator with nominees that represent me. Therefore, whether I am here or not, the Nakuru vote is always here. view
