  • 29 Apr 2015 in National Assembly: Hon. Temporary Deputy Chairman, I support so that not every Tom, Dick and Harry can participate in a tender or take it to a Review Board and delay the process. Look at the tender for laptops from the Ministry of Education, it is now three years down the line and people are taking this tender in circles. So, we need to make it punitive so that not every other person can just stop it for the sake of it. I support. view

This Bill will be a game- changer for this country because there is a direct linkage between economic growth and a good procurement system. So, the economic growth of this country is bound to grow at double digits, particularly in the clause regarding promotion of local contractors. I support. Thank you. view

I support this amendment because when you look at the issues revolving around procurement they relate to procurement issues, finance and legal matters. That is why we have the Law Society of Kenya, the Institute of Certified Public Accountants of Kenya (ICPAK) and the Kenya Institute of Supplies Management (KISM).   • 28 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I support the amendment to Clause 45, which reads:- “All procurement processes shall be undertaken in strict adherence to Article 227 of the Constitution”. Other than complying with the budgetary allocation, Article 227 of the Constitution anchors public procurement to law by adhering to the principles of efficiency, transparency and subjecting procurement processes to competition so that we can have value for money. It has been said here that I could not substantiate my remarks. When we were prosecuting the proceedings in PAC, I said the report on the Judiciary, which was under our investigation had been leaked to The Star Newspaper by our Chairman. I was to prove that later on. When I came back, the same Judiciary Report was exclusively run in The Star Newspaper alone and not in the DailyNation or The Standard . I was asked to prove ... view

Although I may not have proved that it is exclusively the Chairman who leaked the Report to the Judiciary prior to our completion of the Report and in compliance with the rules and procedures of this House as spelt out by the Powers and Privileges Committee--- If you read the Powers and Privileges Committee Report on Page 55, it is exclusively captured that I tendered my apology within the specified time.   • 14 Apr 2015 in National Assembly: Thank you, hon. Deputy Speaker. I want to take this opportunity to thank you for giving me this opportunity. While I appreciate what the Powers and Privileges Committee has done, I want to take exception with the way they did their Report because if you look at page 55, just as hon. Cecily Mbarire has said, you will realise that as a Member of the PAC, I had made allegations regarding leakage of the Judiciary Report to the StarNewspaper .   • 14 Apr 2015 in National Assembly: It is more like a church. If somebody like the Chairman cannot go by the Standing Orders and introduces some political dimension--- I had an opportunity to talk to him outside this House and he said that he wants this PAC to be an example. You cannot use a Committee as an example to punish others. I take this with a lot of exception. He goes ahead and tells me that he does not belong to the URP. He says that he belongs to KANU. view
