(Turkana South, JP) Thank you, Hon. Speaker for recognising my Christian name. I seek your indulgence to get clarification concerning the NG-CDF. We have challenges when we want to construct schools. The education policy stipulates that you cannot register a school that has not been constructed while the NG-CDF policy says that you cannot construct a school that has not been registered. Thank you, Hon. Temporary Deputy Speaker for this opportunity. I support the Bill as it has come at the right time. This is the only House mandated by the Constitution to make laws. All the laws that we have in Kenya and other countries are made in Parliament. That is our role and we should refrain from unknown fears. This House is well constituted. The reason I am saying this Bill has come at the right time is because we are not supposed to make laws during crisis, but when we are sober and rightly in the House.
