  • 10 Jun 2015 in National Assembly: I happened to attend a wedding in a church in my constituency where six couples got married at the same time. I was really pleased that there was an old man who broke the record. He was almost 90 years old when he got married. I like the way the Catholic Church has really made marriage affordable; it was very cheap. It is not like in other churches which make marriage very expensive. view
  • 10 Jun 2015 in National Assembly: I concur with the Mover of the Motion that, first, we have to decentralise these offices and take them to each sub-county. Secondly, we should also ensure that we reduce the cost of marriage. This is because a three months-notice of marriage will actually affect your marriage. One month is long enough to seduce someone else and plan another marriage. So, when you give a three-months notice, the one who is marrying will be worried because three months is too much time. When someone decides to marry, he has a lot of expectations. So, we need to speed up the ... view
  • 9 Jun 2015 in National Assembly: Thank you, Hon. Speaker. Before I support this Motion, I want to thank leaders from West Pokot, Samburu, Baringo and Turkana for making history in the last one month. We had very good peace rallies. For three weeks now, we have not lost any life. We have not lost any livestock in West Pokot, Turkana and Baringo. So, I want to thank my colleagues. We have ceased fire. The challenge is remaining with the Government to come up with its resolutions. I stand to support this Motion because as Christians wait for the day when Jesus will come, Kenyans are ... view
  • 9 Jun 2015 in National Assembly: Kenyans have been waiting for this SGR. So, the faster it will be operational, the sooner the burden that Kenyans have will be reduced. Oil has been discovered in Turkana County and I do not know how long the railway will take to reach there. If it has not started, how long will it take to reach Turkana? We are very thirsty for the benefits of the oil. I hope the Committee will speed up this process to ensure that the railway line reaches Lokichar, which is the hub of the oil, so that people in that area can benefit. view
  • 9 Jun 2015 in National Assembly: According to the Constitution, land is classified into three, namely, public, private and community land. The railway line will pass through community-owned land. When it passes through community-owned land, we expect a lot to be put in place to ensure the The electronic version of the Official Hansard Report is for information purposesonly. • 9 Jun 2015 in National Assembly: respective communities are compensated adequately. It should not just be taken for granted. Parliament needs to enact a law to ensure that when the railway line or the pipeline passes through community land, the communities are compensated. I have experiences where most of the owners of this land are not compensated. They treat it like Government land. Projects pass through this land and the owners are left poor. If the railway line or the pipeline passes through communally-owned land, I am of the opinion that we should calculate that land and convert it into shares so that, that community can ... view
  • 21 Apr 2015 in National Assembly: Thank you, Hon. Speaker, for giving me this opportunity. I oppose the recommendations made by the Senate and support the recommendations made by the Budget and Appropriations Committee led by the able Chairman. We expected the Senate to recommend this to Kenyans. We know what happened in Garissa and we expected the Senate to say that whatever was to be taken to the counties should be added to the security department, because we need it. How can we use one helicopter from Mombasa to Garissa? That means we do not have enough of them. We expect that instead of giving ... view
  • 21 Apr 2015 in National Assembly: Let me cite a case of what is happening in some counties to confirm that funds are being wasted. Can you imagine a scenario where in a county there is no water and no drugs in the hospitals? Instead of having drugs in hospitals and putting up wards, they put up mortuaries. How do you put up a mortuary when you do not have enough drugs in a hospital? How do you purchase ambulances which transport a patient who has just missed Panadol in a dispensary? Instead of having enough drugs in a dispensary, or a health centre, you buy ... view
  • 21 Apr 2015 in National Assembly: It is very painful to find a woman who voted in 2013 facing water problem and waiting to vote again in the next election while still facing the same problem of water. Surely, does it make sense? We are telling Senators to consider the plight of Kenyans. Kenyans require security; Kenyans require water; Kenyans require health services. They do not require big houses for their governors. They do not require good cars for their governors because they will not eat those vehicles. They are pleading for basic needs--- view
