Thank you, hon. Temporary Deputy Speaker. I stand to support the Motion. I am a witness of how important youth polytechnics can be. During the 1980s, there was Norwegian Agency for Development Co-operation in Turkana and it built one of the polytechnics that trained many youths who went to get jobs as carpenters and masons. When we improve our youth polytechnics, we are creating jobs in the villages. At the same time, we are making the youth self-reliant. With youth polytechnics, the youths will become busy. When they are idle without anything to do, they become criminals in the villages. I support the funds that have been allocated for the polytechnics. Polytechnics encourage innovation and discovery. That is where the skills are being gained. If we look at Article 10(2)(c) of the Constitution, national values and principles of governance include good governance, integrity, transparency and accountability. The Board is very key because it ensures transparency and accountability in our counties. Whatever is done by the county government, we need to check. Article 95(2) says that the National Assembly deliberates on and resolves issues of concern to the people. This Board is not just being established for the sake of it or because maybe we have some issues with the Senate. However, this is being established to play an oversight role. As Parliament, we are supposed to discuss issues that are of concern to our people. We heard what happened yesterday and that was an issue of concern to the people.

The citizens of Kenya were complaining. We heard what was happening in Kakamega and it was a concern. So, we cannot just watch citizens suffer, bleed with needs and we assume. We have to solve their problems.

Hon. Speaker, I also support this Bill because this forum reduces hostility and does away with wrong perceptions among leaders at the county. You can confirm that there is hostility in some counties as leaders have never met since the elections. They see others as enemies. However, this Board will create conducive environment for leaders at the county to sit down and settle their disputes or differences instead of solving them in public barazas or in public abusing each other.
