In order to facilitate the workings of the Senate, Article 216(1) of the Constitution mandates the Commission on Revenue Allocation (CRA) to make recommendations concerning the basis for equitable sharing of revenue raised by the national Government between the national Government and among county governments. However, as you will note, what the Senate decided to pass did not include fiscal policy. Hon. The Chief Justice of the Republic of Kenya was supposed to proceed on terminal leave last month, but he decided not to go and instead cashed the leave days.   • 12 Aug 2020 in National Assembly: During our sitting yesterday, 11th August 2020, the Budget and Appropriations Committee reviewed and considered the said Bills. The Committee, therefore, recommends that these Bills shall not proceed. It is, therefore, clear that the purported passage of these Bills by the Senate is unconstitutional. Let me just highlight a few of those Bills. 1. The County Boundary Bill, 2017. Note the date. It is dead on arrival. 2. The Office of the County Printer Bill, 2018, is also dead. 3.
