He has been requested to tell the House, what steps the Government is taking to empower local people. Nobody asked him about importation of cheap products from abroad that cannot compete with the local products.

Mr. Speaker, Sir, while we appreciate the answer given by the Assistant Minister with regard to the fact that he is not in the Ministry of Education, there is some information that would be very important to the schools management. The schools were deserted in November last year. That means there was no teaching in the last month. Could the Assistant Minister tell the House, out of the schools he mentioned have 42 teachers, are the teachers enough? Is the staffing properly done so that the schools can recover what could have been lost last year?

Thank you, Mr. Speaker, Sir. It is surprising that the Ministry of Education can negotiate with the Treasury to reallocate money for children in hardship areas to another Ministry instead of catering for our children’s education. Could the Assistant Minister clearly tell us who received the Kshs400 for drought mitigation whereas the Ministry of Education has nothing to do with agriculture?

Mr. Deputy Speaker, Sir, while I appreciate what the Ministry is doing and that the youth polytechnics have some courses that young boys and girls would require in the rural set-up, would the Assistant Minister consider providing adequate and well-trained instructors in most of these youth polytechnics? My observation is that we have a shortage of enough instructors who should be able to impart the skills to these youth.
