Mr. Temporary Deputy Speaker, Sir, ICT is an important element in our development. We do not have to reinvent the wheel in Kenya. The emerging economies have shown that no country will reach that development aspect that we are looking for without sound and good foundation from our primary schools. Mr. Speaker, Sir, the Minister has accepted that he may not have enough funds to carry out further development for the time being. Some of our local universities, in the past, had come up with some technologies that could help our communities to put up cheaper houses, so that we slow down the unplanned developments in our urban areas. Could the Minister consider buying land and starting what used to be called âsite and service schemesâ, so that poor members of our communities are given this land to develop reasonable housing that will reduce the expansion of our slums?

On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister has dwelt so much on cattle rustling. There are other socio-economic factors that go along with it. Could he tell us how many schools are closed and what arrangements the Government is making to feed to those children who are not attending schools?

On a point of order, Mr. Deputy Speaker, Sir. I heard the Assistant Minister right from the beginning, when he answered the Question, accept that these hotels do not emit any waste into the ocean. However, he has continued to say âmaybeâ some are doing it. The hon. Member from Lamu has told him that she knows of a specific hotel that does so. Why is he avoiding answering a specific question?

Mr. Deputy Speaker, Sir, I would want to commend the Assistant Minister for the efforts he has made. However, in my own constituency, we have a dam that was built about five years ago but is now dry. It does not only require de-silting but also rehabilitation. What action will the Assistant Minister take to ensure that the dam is rehabilitated and put to proper use?
