Thank you, Mr. Speaker, Sir. Last year, the Ministry of Education and the WFP had targeted to feed 1.39 million children at mid-day. The purpose is to enhance retention, attention and improve nutrition. Could the Assistant Minister tell this House how many children are under the SFP up to now, bearing in mind that we have had drought and famine in the entire country?

Mr. Speaker, Sir, I would like the Prime Minister to clarify whether he has left out Kajiado or not? This is because the herders have driven their animals all the way to Thika. What criterion was used to leave Kajiado out of this programme? The Maasai are all over Central Province.

Mr. Speaker, Sir, the allocation by the Ministry of Kshs10,265 per student in secondary schools is admittedly inadequate. This has made the principals to disregard the guidelines given by the Ministry of Education. Instead of charging Kshs18,260 per annum, some schools have escalated the fees up to over Kshs30,000. Could the Assistant Minister deny that the delay in disbursement has led to the principals overcharging the parents? Even the bursaries we give are not adequate to keep our boys and girls in secondary schools.

Mr. Temporary Deputy Speaker, Sir, in his attempt to answer the Question, the Assistant Minister has talked about the superior semen that is being provided by private providers. The cost of that superior semen ranges between Kshs5,000 to Kshs10,000 per shot. Could the Assistant Minister assure us that he is going to borrow a leaf from the Minister for Agriculture and subsidize that semen cost? The poor farmers cannot afford it!
