I would wish to ask the Minister to inform this House why the road between Kenol and Murangâa was abandoned and the contractor left site. The road was dug up to the extent that it is not motorable anymore. When is the Minister going to allocate more funds to complete the project?

On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to refer the issues of teachers to the Treasury when he knows that the employer of teachers is the TSC? Would it not be fair for him to sort out the issue with the Treasury instead of misleading us?

Mr. Speaker, Sir, in his answer, the Minister has indicated that each constituency has been allocated Kshs20 million. In the past, the Ministry has indicated that we do not have enough staff. Now that the Government has provided Kshs20 million, could the Minister confirm that there would be enough nurses to be deployed all over the country?

Mr. Speaker, Sir, while I appreciate what the Ministry is doing and as a follow-up on Mr. I. Muokiâs question, some parts of this Republic have excess trained teachers. Would I be in order to request the Ministry to take those extra teachers to those other areas where they have a shortage and if not, is it necessary to keep on training P1 teachers while the Government cannot employ them?

Mr. Speaker, Sir, could the Minister confirm whether the Government had no information about the presence of SPLA soldiers in the area to provide adequate security to the two senior Cabinet Ministers who were travelling to the northern part of Kenya? The Government should have stopped foreign soldiers from interrupting a Government function. What action is the Government taking to ensure that our Ministers are not harassed by foreign forces?

On a point of order, Mr. Speaker, Sir. Right from his first answer, the Assistant Minister has misled this House. The Act, CAP 211, Ministry of Education, does not give the Ministry authority to employ teachers. It is the Teachers Service Commission Act which gives the TSC authority to employ teachers. When the Assistant Minister says that there are no teachers retiring this year and yet we know that there is a shortage of about 60,000 teachers, is he not misleading this House and taking the wrong direction by allowing the Ministry to employ teachers?
