asked the Minister for Agriculture:- (a) whether he is aware that the country is losing high agricultural potential land to estate developers, especially in the environs of Nairobi, Thika and other towns and, if so, what plans are in place to reverse the trend; and, (b) whether he is also aware that families that have been working in the coffee and tea estates have been turned into squatters and, if so, what plans the Government has to resettle them.

Mr. Speaker, Sir, whereas the Assistant Minister has given a very brief answer to the Question, he has admitted that the Ministry has powers on preservation of those high potential agricultural areas. In my Question, I did not ask whether he has powers on sub-division of agricultural land. The concern is the preservation of high potential land. Other countries from the Middle East are coming here in Kenya to take the land that we should preserve for food production. On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to even indicate that there is 49 per cent transition whereas the Government has not even factored funds to take care of Early Childhood Education (ECD) programmes in any part of the country? Is he in order to tell us that the children in Isiolo and Marsabit have been taken care of without teachers?

This is a menace all over the country, especially in my area where we have a problem with monkeys. They eat all the crops before they are harvested. What policy does the Ministry have in managing wildlife all over the country?

Mr. Speaker, Sir, if you listened to the Assistant Minister very carefully, at the end of his statement, he requested hon. Baiya to provide any information. Does that imply that the Government has not been able to gather enough information to the extent that he is asking the Member of Parliament to give him more information on the murder?

On a point of order, Mr. Speaker, Sir. On Wednesday, 6th April, 2011, I raised an issue under Question No. 810, regarding the deaths of John Kamuri and Peter Irungu. The Minister of State for Provincial Administration and Internal Security promised to give a report on the disappearance and subsequent death of John Kamuri, Peter Irungu and Kenneth Waitika in a month’s time, but to date the Minister has not given a report of his investigations. I would like him to state when he will be ready to table the report he promised this House in April.
