On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to say that this Government is very irresponsible? It was only last year the Head of State was declaring shortage of food and begging around. The Assistant Minister is now saying that they do not care whether the maize is bought or not when it is rotting in Tana River and elsewhere. Is he in order to mislead the country on that?

Mr. Speaker, Sir, while we agree with the Minister that it is necessary to hold such conferences, one of the observations related to performance is absence of heads of schools from schools. I think it is useful for the Minister to consider rescheduling such conferences, so that they are conveniently held to avoid teachers being away during this term, which is very crucial in maintaining discipline and getting teachers at school. What steps is the Minister taking to make sure that this kind of thing is not repeated in future?

Mr. Temporary Deputy Speaker, Sir, the hon. Member asked the Assistant Minister to state whether there is a shortage of trained nurses. That is why they were not able to recruit 4,200. All what the hon. Member asks is: Is there a shortage? Is he in order to continue saying that he is going to employ when we do not have enough?

Thank you, Mr. Speaker, Sir. While we appreciate the answer given by the Deputy Prime Minister and Minister for Local Government, there are bumper harvests in some parts of this country, especially in the Rift Valley. It is also surprising that in the same area, Subukia, the Internally Displaced Persons (IDP) in camps are getting rotten maize. This scenario does not augur very well for us. If we can give our people infected maize and then we have a bumper maize harvest, there is something wrong in the policy and management of our food resources.

Again, I would have wished if the Deputy Prime Minister and Minister for Local Government would have told us what action the Government is taking in realizing the growing of drought resistant crops like cowpeas and cassava. Uganda is always ahead of us in growing cassava for food security. Could he spell out specifically, other than storing food, what action the Government is taking in growing crops and food crops that would get us out of the problems that we have been encountering every other year.
