Mr. Speaker, Sir, it is shocking that the Assistant Minister can get funds from the Treasury without any data or mapping out the country. From his presentation, it appears as if there is no policy. How does he continue requesting for funds and getting support from this Parliament when he has no data, policy or anything? Could he tell us whether he will come up with a policy because the disabled people are all over the country?

Thank you, Mr. Speaker, Sir. While we appreciate the Government efforts in establishing dams in our constituencies, I want to appreciate the hon. Member who asked this Question because whenever these dams are created we urge the Government to involve the local communities because of environmental management and their understanding of the catchment area. This is because they have been taking care of this catchment area. I have as reference a dam that will be constructed in my constituency along Maragua River. Could the Minister tell this House what arrangements she has made for capacity building within the areas where ...

Mr. Speaker, Sir, while we agree with the Assistant Minister about the title deeds, the Ministry of Education has been giving instructions to schools to acquire title deeds for the last 10 years. Could he confirm that they work in collaboration with the Ministry of Education to avoid the possibility of communities losing school land?

Mr. Deputy Speaker, Sir, the Assistant Minister has admitted that the Ministry of Health has so many vacancies that they have not filled in this field of pharmaceutical technologists and other holders of diploma programmes that have been undertaken in medical training colleges. This country is one of the signatories of the Millennium Development Goals (MDGs) and one of the goals addressed is health. How

Mr. Temporary Deputy Speaker, Sir, I would like to take this opportunity to thank Mr. Nyammo for moving this Motion. We are not reinventing the wheel; it is only that we have taken too long to have a legal framework for the micro and small enterprises in this country. If you take an example of India where cottage industries have played a very big part in industrialization, we would be doing a lot of justice if we supported our Jua Kali industries under the micro and small enterprises. We are all concerned about the unemployment of our youth in this ...

Mr. Temporary Deputy Speaker, Sir, from the onset, I would like to congratulate our colleague Dr. Otichilo for this great job he has done. Mr. Temporary Deputy Speaker, Sir, without repeating ourselves, maybe, when we come to the Committee Stage we need to look at Clause 8, because if that is not checked, the board will be another Executive kind of a board and may not realize what this Bill intends to do. Having said that, it is a well thought out Bill. My attention is also drawn to Part III, Climate Change programmes and response to strategies. It is ...

Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has made an effort to explain the circumstances that have led to him not giving enough officers. He has not stated the role of the Ministry in putting up police stations and other facilities in the country. Most of the stations that are already in place have been put up through CDF. Could the Assistant Minister tell this House whether there is a budget from his Ministry to put up these facilities in other parts of the country?

Mr. Deputy Speaker, Sir, I want to appreciate the answer by the Assistant Minister but I would like him to observe that when this bridge broke down, it is the Ministry that went and removed the rails. The amount of money that the Minister is allocating is insufficient and that is the reason the Ministry did not rehabilitate the bridge. Could he commit himself or commit the Ministry to fund the reconstruction or replacement of the bridge through adequate funding?
