Leader of the Majority, it is also obvious to the mind that the deployment of KDF was done under the provisions of Article 241(3)(b) of the Constitution. That provides for deployment in case of an emergency. I think it will do the House good to define what an emergency is. The dictionary says that an emergency is a situation that poses immediate risk to health, life, property or environment. It is clear the situation in Lamu fell in that category and it was an emergency. view

Temporary Deputy Speaker, I just wanted to say in addition that CORD is on record last week as having made statements on the Floor of this House that are in the public domain that KDF should be withdrawn from Somalia so that they can be deployed in Lamu to beef up security. But now, it has become an issue when we deploy KDF in Lamu! I think that is dishonest on the part of CORD. view

  • 16 Jul 2014 in National Assembly: I recall the question that was asked. It was in form of a Statement sought by the Member? I must admit that, that Statement does not appear on our list. So, for some reason, the clerk may have omitted it as one of the Statements pending before the Committee. So, I must apologize and request the Clerks Office from the Floor of the House to, please, make sure that Statements sought are put on our agenda, so that we keep track and answer in good time. view
