  • 9 May 2017 in National Assembly: Thank you, Hon. Speaker for giving me the opportunity to comment on the Division of Revenue Bill. I have said it before that the problem we are dealing with is a structural one. It started at the time we were going through the budget process at the Budget Policy Statement. When we go to the Budget Policy Statement, there is adequate information that Parliament has in terms of the requirements at the national level. At that time, there is no information at all on what the requirement at the county level will be because of the Constitution as we have ... view
  • 23 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to contribute. I rise to support the Budget and Appropriations Committee. The most important issue here is that there has been a change in how the money should be divided. However, no basis has been given. It, therefore, becomes very difficult for Parliament to discuss whether we should agree to that because we do not have a basis for it. This goes back to a very The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the ... view
  • 23 Mar 2017 in National Assembly: fundamental issue. It is the process of devolution and how we are going about it. This process is the most important aspect of our new Constitution and, definitely, has yielded some good results. I know it will yield more. We, however, have not gone through the process in a proper way. On division of revenue, the only guide we have is the 15 per cent and the recommendation from the Commission on Revenue Allocation. With regard to the national Government, at least, Parliament has a lot more detailed information. When it goes to the Senate, I do not think they ... view
  • 23 Mar 2017 in National Assembly: Hon. Temporary Deputy Speaker, I do not know how people laugh in their mother tongue, but there are no systems in the county governments that will support the kind of monies they get. Look at health. In some counties, there are improvements because some institutions have been put in place. However, it should be a general improvement, which is not just left at the whims and the goodwill of some governors. Again, that points to an existing systematic problem. Even the current doctors’ issue is a testimony to the fact that there is no harmony across the country on how ... view
  • 23 Mar 2017 in National Assembly: national Government, local authorities and newly recruited staff. Obviously, the wage bill would go up. It is important that during mediation we look at figures and reasons we are making recommendations for increased funding. Unless we do that, the systems on the ground are not ready to utilize the money in the best way possible. With those remarks, I support the recommendations of the Budget and Appropriations Committee. view
  • 21 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to contribute to the President‘s Address. The only good thing I can say about this Address is that it complies with articles 132 and 240 of the Constitution. Beyond that, the rest of it is a litany of attempts of what could be done and very little achievements. view
  • 21 Mar 2017 in National Assembly: The President mentioned that he appreciated the new Independent Electoral and Boundaries Commission (IEBC). I felt that was the least sincere comment from him. Considering what people went through and the riots in the streets, I do not think we should accept it. Devolution is the greatest thing we have seen from this Constitution. The President admitted that the greatest problem with all aspects of devolution whether health or water is the inter-governmental relations structures. We started with the Transition Authority (TA), which The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this ... view
  • 21 Mar 2017 in National Assembly: never worked and was to be replaced by Inter-Governmental Relations Secretariat. That is not yet in place. It should be strengthened. How do we expect devolution to take place if the machinery which links the two governments has not been put in place? view
  • 21 Mar 2017 in National Assembly: The President went ahead to talk about security. He said it is good that the Kenya Defence Forces (KDF) are in Somalia. Well, we accept that the internal attacks are less but at what cost to the Kenyan soldiers? Two KDF camps have been attacked and the effects were devastating. On internal security, every month in this House we have a special discussion on security in the Rift Valley region where there are bandits. He said we have increased the police but we have three police structures; the National Police Service, the Police Commission and the Independent Policing Oversight Authority ... view
  • 21 Mar 2017 in National Assembly: The other one was the Managed Health Equipment Services (MHES). This is a scandal waiting to happen. I hear people talking about 92 referral hospitals. I can forgive them because they do not seem to understand what this means. These are the 92 hospitals for the MHES programme. We know these equipment are at various stages of implementation and employing personnel to operate and maintain them. They are leased and we are paying the lease money regularly and yet these equipment have not been delivered. On the issue of corruption, the only thing, the President mentioned is the issue of ... view
