  • 16 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I also rise to support this amendment because the role of clinical officers at some level of service is such that many deaths take place under their watch and at times they are allowed to sign death certificates. Therefore, I think for inclusivity, they should also be in this Council. view
  • 1 Mar 2017 in National Assembly: Hon. Temporary Deputy Chairlady, I stand to support this amendment because the NHIF pays for healthcare for the people. All the money that accrues from that goes to pay for the sick people. We do not see why that should be subjected to tax. Therefore, I support. view
  • 1 Mar 2017 in National Assembly: Hon. Temporary Deputy Chairlady, I rise to support that amendment on the provision of the moratorium. The work of the Committee that is being talked about should actually be brought into effect very quickly. That is because the issue of adoption is really messy. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 1 Mar 2017 in National Assembly: There are a lot of issues and there are so many adoption societies. They are doing all sorts of things. I support that it should be done as soon as possible. view
  • 23 Feb 2017 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me an opportunity. I rise to note the Report from the President. view
  • 23 Feb 2017 in National Assembly: Hon. Deputy Speaker, I believe that will start after me. view
  • 23 Feb 2017 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to note the Report as indicated in the Order Paper. I must start by saying that we appreciate that these reports are in line with Articles 132 and 240 of the Constitution and that they are being done regularly every year. It is appreciable. I must start by almost summarising that what comes out in these reports is that there has been a lot of effort. However, in terms of achievement, it has been relatively little in comparison to the effort that has been put in place. In line with realisation of values ... view
  • 23 Feb 2017 in National Assembly: Hon. Deputy Speaker, I may need some protection. view
  • 23 Feb 2017 in National Assembly: Hon. Deputy Speaker, if you look at the issue of ethnicity, it is such a serious problem that if as a nation we cannot address it, then we can never talk about national values. Together with corruption, it stands at the top. We have heard in many reports that if you look at the indices even for development, there is so much difference that is clearly put to tribalism even in appointments and distribution of development. The biggest problem we have with this comes to our politics. If you look at our politics, if you look at our party orientation, ... view
  • 23 Feb 2017 in National Assembly: it has brought changes, it has indicated that it can deliver services to the people better and near to the people but a lot more could have been achieved. Even the little which has been achieved has been achieved at a very high cost. The main problem, the way I see it, is that we put in place constitutionally what we should have done in the Fourth Schedule. We put an Act of Parliament- Transition to Devolved Government Act- then created the Transition Authority but anybody who dares to read those documents will realise how little we used them. We ... view
