the legislative arm of the county government? Who was preparing estimates for them? Who was determining the remuneration? Who was doing the audit? Were all these functions left to the office of the governor, which should otherwise be overseen by the county assembly? I would like to ask my colleagues to support and pass this Bill quickly, so that a major legal framework is available for the counties. We should not continue to blame the counties while the deficit is on the structures that we should put in place. Thank you, Hon. Temporary Deputy Speaker.

Hon. Temporary Deputy Chairlady, I really support this amendment. I want to make a statement regarding these county and national Government functions. There is a tendency to mix the issues further. We have the Intergovernmental Relations Act, the Intergovernmental Relations Committee and the Sectoral Committees, if the need for consultations arises. If all institutions start mixing people from both the national and county governments, we will cause a lot of confusion. Therefore, I support this amendment.

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to support this Motion for Adjournment. Hon. Duale has been preaching that there should be unity. He always starts by dividing the House. Whenever he makes statements, he starts by dividing the House. He raises issues that are emotional. Finally, I acknowledge that there are some improvements in security, but what I do not understand is that every time we get into these catastrophes, you find that there was adequate information, everybody was aware of it but the catastrophe still takes place. I do not understand why that happens. Overall, in this short Session, we passed very important reports. With those few remarks, I beg to support the Motion for Adjournment.

Hon. Speaker, the Hon. Member has really touched my heart except on the point of insinuating that ODM may not be really in support of women. I want to inform her that of the four men who have opposed this Bill in the House, three are from CORD, myself, Opiyo Wandayi and Hon. Okoth. What happened in the past may not happen again.

Thank you, Hon. Deputy Speaker. I have sat here very patiently listening to the debate. I start by saying that the issue of gender has been discussed for many years and it is always emotive. I sat because I have had an opportunity to work on this as my main job for three years. I have seen the value in discussing gender issues with concern, calmly and without emotions. Article 28 of the Constitution on equality is clear. I do not think anybody disputes that. Article 81 on the principles of the electoral system is also clear, and that is the Article we are seeking to amend today. The issue comes up in Article 97 mainly about the National Assembly, where we are talking about the membership in Parliament. Article 177 mirrors this in the county assemblies.
