  • 17 Nov 2021 in National Assembly: So, bringing (cb) is dangerous even to the person who will receive the embryo. Therefore, I am opposed to (cb) and (ca) as long as we know that there will be consent on the next person who requires to have the embryo. I am opposed to (cb), but I can support (ca) understanding that there will be regulations. view
  • 17 Nov 2021 in National Assembly: If you put the Question for the whole, we said that (ca) is tolerable. It can be done and we can have ways of sorting it out. What are we going to do with (cb)? Are you going to give me an embryo that is 35 years old and we do not know at that point whether it will be viable or deformed? It would help if we could call out (ca) and (cb) separately. view

  • 16 Nov 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. The last time I rose, I did not support the Bill. On the issue of this Commission, there was a lot of work done by the Cabinet. Hon. Kimunya headed the team that worked to split the Human Rights Commission into three commissions, namely, the National Gender and Equality Commission, the Kenya National Commission on Human Rights and the Office of the Ombudsman. At the time, it was felt that that would bring gender issues to the fore. Many people tend to think that when we talk about gender, we are talking about women. ... view

  • 11 Nov 2021 in National Assembly: I appreciate the Committee on Implementation. This is my second term and I remember in the first term there was always an issue that a lot of resolutions are done by Parliament but not implemented. This time round, we have seen the Committee on Implementation come up with reports. That is something we should appreciate and encourage the Committee to do. It is so that the resolutions of this House have a meaning in the context of the well-being of the country. In this case I know that it is 2019 but we are actually dealing with two committees here. ... view
  • 11 Nov 2021 in National Assembly: The provision of the law is that within 60 days, the Executive should actually act on resolutions of the House. What I would like the Committee to do is actually take the Executive to task even before they go to the other place. Why has the appropriate ministry not taken appropriate action whenever there is a resolution of the House? Environmental pollution is an extremely important matter. Of course Glasgow conference is going on but pollution is actually a slow and silent killer. Sometimes people don’t even know. Sometimes people do not even complain because in some cases, the illnesses ... view
  • 11 Nov 2021 in National Assembly: and if they get sick, why they are getting sick. They get sick from their places of employment or where they live. They could have since moved but they already have the diseases. It is a matter we should take into consideration. In this particular case, obviously, there was air pollution. It is because of the smell, I presume, related to the sulphur compounds and moisture in the air. The other issue is that it does not matter who settled first. If you are starting a factory, NEMA should make sure you comply with the standards whether there are people ... view
  • 9 Nov 2021 in National Assembly: Thank you, Hon. Speaker. This is an issue that cannot be decided by numbers or voting. This is a technical issue. When we closed, we did so on technical grounds. Even during the opening of the country basically, the only thing that happened was that the curfew was lifted. But even the announcement that removed the curfew indicated that all the other measures like social distancing, sanitising and wearing of masks should remain. So, this House cannot go ahead and disobey that because we will be giving a wrong message contrary to what the President said. Secondly, being vaccinated is ... view
  • 9 Nov 2021 in National Assembly: Thank you, Hon. Deputy Speaker. First of all, let me congratulate the Committee for doing a good job. I have never had to differ with Hon. Kioni, but on this I differ. view
