I therefore rise to oppose this Bill. I do so because I was the secretary of the Cabinet committee that looked at Article 59(4) that provides that you can actually split the human rights commission into two or more commissions. What the Cabinet committee decided to do was to create three commissions: the Kenya National Commission on Human Rights, the Commission on Administrative Justice and the National Gender and Equality Commission. commission and move its functions to the human rights commission, the bigger loss is to do with gender issues. In terminology, you will never hear it again. What that means is that we are equating gender issues with human rights and equality issues. That is not true. It is broader than that. I think we may start by defining gender. I start by congratulating the Committee. They have done a good job. This is the third agreement they have brought to the House to be ratified in the same area. They are also talking about the forth one coming in soon.

I support the ratification of the Agreement, which seeks to grant rights to designated countries to establish offices and premises to fly over our territory, land in our territory to discharge and take passengers, cargo, baggage, mail, and luggage. This is to be done without any limitation in order to allow unlimited number of landings by unlimited number of planes of all sizes. All this cannot be done through memoranda of understanding (MOU). I decry the fact that it has taken from 2008 to 2019 to move from an MOU to ratify this Agreement. That should have been done a long time ago. We know what MoUs mean. It is now time to ratify this Agreement. The Committee can go ahead and bring the Russian one and others to make Kenya a connectivity great hub of movement so that our people can enjoy the benefits that accrue from being a connection centre of not only Africa, but the world.
