  • 8 Jul 2015 in National Assembly: The issue of school fees that are not regulated is in the regulations. The issue of proper appointment of boards is in the regulations. Again, I am at pains to see that we are dealing more with politics than the reality of the education sector in this country. On the issue of teachers in The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 8 Jul 2015 in National Assembly: north eastern, even most of us supported that teachers cannot go up there. It was a situation of security. On the issue of infrastructure, this is an issue which has been going on for a long time. On ranking, there have been four taskforces that have actually said that we should remove ranking. view
  • 8 Jul 2015 in National Assembly: So, as I agree that Prof. Kaimenyi can be said to be arrogant, we need to give him a chance. I know he is a man who is capable of doing things. He has not conducted himself as we would expect him to, and he should take this as a warning. Therefore, I have painfully considered this by looking at the facts and nothing else. We should give him a chance. view
  • 7 Jul 2015 in National Assembly: Hon. Speaker, my question is extremely simple and straightforward. How did the petition get out of prison to this place? view
  • 7 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Although we have taken this with light touch, the danger of alcohol is real. The danger to the youth is real and the danger to the future is real. view
  • 7 Jul 2015 in National Assembly: I must say that as we look at the availability of alcohol and cracking down on the alcohol producers, we must look deeper into the society and the basic issues involved. We must look at weakness in our institutions, especially the people who are supposed to take care of this crisis. I am talking about the police, the chiefs and the courts. We must look at the issue of corruption. We must look at those rich people amongst us who own and run these factories. I dare say that the alcohol that is being consumed in central Kenya is laced ... view
  • 1 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to support the amendment. I will seek your indulgence to say just a little more on the Motion because I will be leaving after that. It is important that we have these units as proposed at the county level. The biggest challenge that we have, if we talk of ICU centres, is the kind of personnel that you need to run an ICU centre. It will be practically impossible, at this point in time, to have that kind of personnel in every constituency. Similarly, if you are talking of ... view
  • 1 Jul 2015 in National Assembly: The main Motion is an indication of what is happening in our country. After Independence, there were good health services in this country, but they started deteriorating from the 1970’s up to about 2002. There was good input in terms of structure and funding and health services improved. Since then, it has suffered two shocks. In 2007, we split the Ministry which had not recovered well in terms of structures and management. That was expected. It had just started to improve and then with the devolution that has come, again, the Ministry has suffered another shock in terms of management ... view
  • 1 Jul 2015 in National Assembly: Hon. Temporary Deputy Speaker, even looking at the amendment, the fact that we are saying that we move this to the counties instead of the constituencies, there is still a huge management problem that will need human resource and infrastructure to be put in place. view
  • 1 Jul 2015 in National Assembly: Therefore, I support this amendment but I also support the other Motion. view
