That has come about because of the delay that we got around The Division of Revenue Bill discussions between the two Houses. My view is that there should be harmonisation between the two, so that there is a fairly good estimate or figure of what is expected for the county. At the outset, I want to support this Bill because we will go a long way in improving the democratic space in this country. Many parties in this country were formed at the last minute because of political necessities. They provided avenues for some hon. Members who could have been locked out for one reason or the other. The only thing that such parties do is to bring their Members to Parliament and close shop because they cannot operate for lack of proper funding.   • 25 Jun 2015 in National Assembly: Thank you, Hon. Deputy Speaker. Mine is not about reservations but it is about the process of two-thirds. I raised this issue the first time this issue came up. The problem that needs to be addressed is what happens if at the point we are starting debate or a referral from the President, we do not get two-thirds. It has happened twice. We went for the “Ayes” and the “Nays” and when it was felt that the “Nays” had it, we turned round and said that there were no two-thirds in the House. So, the meaning of the “Nays” was ... view
  • 25 Jun 2015 in National Assembly: My colleagues, I am not talking about that side or this side. This is for the country and things can change. People who are on that side can be on this side. What the majority side can do is they can deny the minority side the two-thirds knowing that without it the only response you can get is “Ayes”. This is because the “Nays” cannot have their way if there are no two-thirds. That is the point I wanted to raise. view
  • 24 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Let me start by appreciating the work that this Committee did. The Committee had to make many necessary adjustments. For example, we noticed that there was a lot of regional inequity in the funding of the universities. A university like Kenyatta has over Kshs1 billion while some like Chuka, Maseno and Egerton have very low funding. We also noticed that there was not much prioritisation of ongoing projects. For example, you will find some funds for health under devolution while others are under the National Youth Service (NYS) slum upgrading programme. You will also find some funding for water under the NYS and the Ministry of Environment, Water and Natural Resources. This makes it very difficult to follow up. view
