Can you say this is an embryo of a human being, but you want to test what happens if you cross breed a man and a dog? If we do not have a law, people will do those things. We must then say: Who has the technical capacity to do this? Having the technical capacity is not a very important thing. What about the code of conduct of people who are given the power to manipulate the human genome? Do we take any doctor who is qualified and then say “This doctor can do this”? interest. We may need an amendment that says that this Authority will not conduct research. Overall, I support this Bill because we need a law on this. The only thing that I will plead with the Mover about will be that between the second stage when we have passed it and the Committee Stage when we are going to move amendments, there should be a lot more consultations. Let other people come in and give their ideas. I know there will be cultural, social and religious issues. It is important that we give that chance, so that people give their ...

As a Member of the Budget and Appropriations Committee, I support the Committee’s position that we reject the amendments that have come from the Senate.
