In this country, we have had many task-forces and committees set up to look at the issues and problems in the education sector, ranging from discipline to inability of our graduates to live up to their grades. Sometimes, there have been complaints that they do not measure to the standards after they have passed very well. If hon. Sakaja would listen to me, I want to tell him that the youth are really disadvantaged and I have noticed that even with the Uwezo Fund that we have, they have difficulty in filling the forms. What I have noticed is that the civil society has done a big job in making the youth politically sensitised but they have done very little in making them able to do things that will help them in income generation. Thank you, hon. Deputy Speaker, for giving me the opportunity to contribute to this. I stand to support the decision of the Committee. This Bill seeks to do only two things. One, it seeks to create a Third Schedule in the County Governments Act. That Schedule provides which towns are going to be the headquarters of the various counties. I have not got any information even from the Committee on the process that the Senate used to reach this decision. emotive issues. People should be allowed to ventilate as much as they can. They should be allowed to talk to each other, have town hall meetings and find ways through which consensus can be reached. Once consensus is reached by the people then that is how it should be. This Bill also seeks to define cities which are already defined in The Urban Areas and Cities Act. This is because internal security, which has been our problem for a long time, is basically, and to a large extent, a police affair and, therefore, we need somebody in that position as soon as possible.
