  • 24 Feb 2015 in National Assembly: Finally, I like the transition process; the realisation that the current Act will be repealed and that a Schedule has been put in place. It is extremely important that when you are transiting from one piece of legislation to another, there must be clear transition clauses that preserve the processes that are going on. If I may digress a bit, this has been the greatest failure in our attempt to devolve. Devolution is something we like, but failing to plan and go by the transition clauses that we have put in place has given us very many problems. Some processes ... view
  • 19 Feb 2015 in National Assembly: Thank you, hon. Speaker. I just got frightened that I may lose this seat. However, that issue is very important. If left unresolved because we think it cannot be done, it can actually give a chance to people with mischief to call for the dissolution of Parliament. When I was in the Ministry of Gender, this issue was canvassed and a whole Cabinet committee was put in place to look at it. You have only one possibility out of it. Even with that, you may still have to amend the Constitution. The only way you could do it is to ... view
  • 19 Feb 2015 in National Assembly: “the number of special seat members necessary to ensure that no more than two- thirds of the membership of the assembly are of the same gender.” That gives you room to do the arithmetic we were doing. So, the National Assembly must address itself to that factor. Otherwise, we will be living at the mercy of anybody who may at the end of this year say: “This Parliament is unconstitutional.” A whole Cabinet committee with Ministers who were lawyers had difficulty with it. So, we need to address it. The only thing is that one would have thought the court ... view
  • 18 Feb 2015 in National Assembly: On a point of order, hon. Speaker. I rise under Standing Order No. 107 on grossly disorderly conduct. We are aware, and events in this House corroborate it, that on 18th December, 2014 in this House, there was conduct that was grossly disorderly and, which brought the reputation of the House down; Members behaved in despicable manner. These were hon. Moses Kuria who punched hon. Millie; hon. Joseph Kiuna who went up the Speaker’s Gallery and attempted to throw Mr. Muthama over the rails; hon. Muthomi who went up and punched hon. Wetang’ula; hon. Ngunjiri Kimani who bit hon. Arati’s ... view
  • 18 Feb 2015 in National Assembly: Hon. Speaker, hon. Elijah Lagat during the incident attempted to pull down hon. Millie’s pants. This was extremely disorderly conduct. We have, just a few moments ago, indicated that when such incidents occur, there is need for action to be taken. Indeed, some action has been taken. It is not possible that the disorder of the level we had can take place with only two or three people on one side. • 18 Feb 2015 in National Assembly: were definitely involved. Therefore, it is only fair that some action is taken against all the people who were involved. So, in line with Standing Order No. 108, I propose that these Members be named and appropriate action taken against them. In fact, suspension, as we have just seen a few minutes ago, would be appropriate. view
  • 11 Feb 2015 in National Assembly: Thank you, hon. Speaker, for giving me this opportunity. I appreciate your ruling and I concur with what hon. (Dr.) Simiyu has said, but I want to make an appeal that considering where we have come from and how we ended the last Session; and considering the statements you made yesterday which I really concur with; that there are events that took place in the last Session that may not have been very nice and may have affected the reputation of this House--- Despite that, I think you took a wise position that we move on and that such events ... view

  • 18 Dec 2014 in National Assembly: Thank you, hon. Speaker. I rise under Standing Order, No. 127(5) regarding committee reports before debates on Bills. We have just laid on the Table two committee reports that relate to what we are going to discuss under Order No. 8 on the Order Paper. This is an extremely important Bill. It is an important matter for the country; I have raised this matter severally. Members should get the reports on time, but now the report has just been laid on the Table. We have not had time to look at them. We are being told to go and get ... view
