We have just laid on the Table two committee reports that relate to what we are going to discuss under Order No. 8 on the Order Paper. This is an extremely important Bill. In one case, you are addressing technical competence but when you talk of Chapter Six, you are talking more of issues of integrity. I do not know whether the Society expects any level of competence in the secretary who is running the affairs or all that they require is somebody of integrity.   • 11 Dec 2014 in National Assembly: Thank you, hon. Speaker, for giving me this opportunity. As we go home on recess, there are only three issues that I would like to raise that I have observed. One is the issue of processes regarding the work of the Committees in line with Article 127 of the Constitution. I know hon. Speaker that, more than once, you have ruled against that. We have come here to discuss issues when we do not have the reports of the committees. My observation is that in committees, people tend to be less partisan. They observe facts and are more rational.   • 11 Dec 2014 in National Assembly: The other point on the Bill we have just passed is this: I am still convinced from my experience that we have a problem of structures and administration when we pass laws. I have seen it with the implementation of the Constitution. I am seeing it with the structural changes we have made in the security system. It is important that we sit down.
