It looks to me that it is very important that the Committee on Implementation of the Constitution should constantly look at our Constitution and point out areas where there are gaps that would create problems, or they were to be handled at a time of a crisis when interests are high. One issue then comes out: a Member who thinks he is rising on a correct point of order actually comes out on a wrong point of order that the committees have the right to do what they do.   • 5 Aug 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support the National Hospital Insurance Fund (Amendment) Bill. The purpose of this Bill is basically to mandate the NHIF and to give it structures to deliver universal health cover. Universal health cover means that all citizens can get care which they can afford. It can be done if the Government has enough money. Just put the money out there and treat people. That is all.   • 5 Aug 2021 in National Assembly: making voluntary payments are taking a lot more money out of the NHIF than they are putting in. The Bill is removing voluntary payments and taking care of indigents. I think it is a good way to go. When we get this big pool of money in the NHIF, there will be a big problem of management. There have been efforts to reform the NHIF. If there is a lot of meat, there will be a lot of flies. So, we have to really work as the management and look at ways of stopping graft and fraud.   • 5 Aug 2021 in National Assembly: You have to then decide on how you identify them. This Bill provides a criterion for accreditation of hospitals that will be paid for giving these services. That is extremely important. Then we have the mechanism of payment. We have a problem because for outpatient, you can do capitation. The problem with capitation is that you are given a pool of people to look after and you are given a pool of money, but at the end of the year, you make a profit. view

The other thing that is important is that we must look at the cost of healthcare, the management of human resource, the improvement of infrastructure and primary healthcare. I will tell Dr. Pukose that in most countries, primary healthcare at the prevention level is left out. That is where you put public money.
