  • 25 Mar 2014 in National Assembly: We really must put in standards. We really must put in regulations because we need to have a standard healthcare. We need to have a regulated healthcare. We need to have a link, as I said before, between the monies that we allocate at the national level and the monies we allocate at the county level. How do they relate in health? There is the issue of human resource. Health workers are resigning en masse . Those are people - whether they are nurses, doctors or physiotherapists, go all over the world. If you take their issue like any other ... view
  • 25 Mar 2014 in National Assembly: The other area that I think is important is agriculture put together with the area of industrialization. I believe this country will not be industrialized until industrialization is based on the agro-industry. That is where our people are, and the only way to move forward is to improve agriculture, food production and export and to look at value addition and base our industrial development on that. That is a great thing and I think we need to put more money there. Let me end by talking about audit. Audit is required. Everybody, wherever they are, is talking about the Constitution. ... view
  • 20 Mar 2014 in National Assembly: Hon. Temporary Deputy Chairman, I would want first of all to speak about this. If we say that every clause which we go through will carry this--- I am not a lawyer, but I would like the lawyers here to guide us on this. If there is a provision that carries all that is needed, is there need for every clause you bring in to have particulars? Let me speak, because I have been allowed. I have seen when we are making law, we refer to the Constitution, and we mention a particular Article; we do not import anything. What ... view
  • 20 Mar 2014 in National Assembly: I am now coming specifically to Clause 4. I think we should not put anything that allows other interpretations, which will go against the Constitution and the rights of children. view
  • 20 Mar 2014 in National Assembly: Article 53. view
  • 20 Mar 2014 in National Assembly: In the Constitution, Article 53(1)(d). We cannot allow that. view
  • 20 Mar 2014 in National Assembly: In Clause 3 where we say medical board or National Council, I will oppose this because I do not think the National Council for Persons with Disabilities has the technical capacity to do that. Further, when we say a medical board, it is important to say which medical board. What we know is the medical board appointed by the Director of Medical Services. That is what is in practice now. So, the amendment that would be required here, in my view, is a medical board appointed by the Director of Medical Services and we exclude the National Council for Persons ... view
  • 19 Mar 2014 in National Assembly: Thank you, hon. Speaker, for giving me this opportunity to contribute to this Motion. I stand to support this Motion. I must start by expressing my appreciation to the Committee, to which I am a Member and the leadership of our Chair. It was hard work and one of the reasons that have been noted is that we got the Report late. I think that has been said as an extremely important point. That may account for some of the shortcomings that have been expressed by several Members here. The electronic version of the Official Hansard Report is for information ... view
