  • 19 Mar 2014 in National Assembly: The other issue that we noted as a Committee, and that I think we need to take up, is the issue of lack of synchronization of reports when they are brought to this House, particularly this particular Budget Policy Statement. It is not synchronized with what is happening in the counties. We know this policy statement will lead to the Division of Revenue Bill. So, I think that setting aside money for polytechnics where we will give those youths skills, do capacity building and show them how they can utilize the resources that the Government has made available to better their welfare is an important thing. The highest this country has ever gone is 8 per cent; we can show clearly that, between 2003 and 2008, when we put 8 per cent of our Budget into the health sector, we actually had a significant reduction in the health problems. The infant mortality rate went down, the under-five year mortality rate went down and the only thing that did not go down was maternal mortality.   • 5 Mar 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. What happened today is deplorable and sad. All principles of governance on either side were broken. The issue of arbitrary taxation without participation is the problem. But taking law into their hands by the matatu people is similarly bad. When an issue like this comes, instead of seeing it as national problem we start having ethnic issues and political issues; the problem is that Nairobi City does not have public transport.   • 5 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, let me repeat the last point. There is money; we do not need money from anywhere. All we need to do is to borrow. Thousands of people have money in their pockets but we have chosen an inefficient and unruly system. We can borrow money and develop public transport and even go back to the levels we had in the early 1970s. view

  • 27 Feb 2014 in National Assembly: Hon. Temporary Deputy Chairman, we must look at this in the context of the Constitution. The Constitution invites that for any public activity, there should be public participation. As it is now, the council can do it in any way they like. We know that in this country we have had complaints that when people are given positions, they start picking their friends and relatives. Therefore, I support the amendment. view
