Here it assumes it is one officer, but as it is now on the ground, there are two, the one responsible for youth affairs and another responsible for women affairs. Therefore, I am not quite clear how we will go about that. That is what I want to raise, hon. Chairman. view
• 13 Nov 2013 in National Assembly: Thank you hon. Temporary Deputy Speakeer. I rise to oppose this Bill and I will be very simple. The essence of creating the National Police Service Commission (Amendment) Bill and the National Police Service (Amendment) Bill was basically to separate two functions; the function of operation and that of human resource. What this Bill is doing is definitely reversing that. If you look at Section 246(3), it is very clear there is the issue of recruitment that is given to the Commission. Temporary Deputy Speaker, I do not know about consultations because I have talked to very many police officers both in the Administration Police (AP) side and the regular police and most of them are keen to have the commission in place as it is without these amendments. If we go ahead now and remove the amendments and take the police officers back to where they were, I think we are going backwards on what we as a country has achieved through the reforms and the Constitution. view
• 13 Nov 2013 in National Assembly: So, hon. Temporary Deputy Speaker, I oppose this amendment basically because it is totally against what is in the Constitution. I appreciate what has been said that when we come to the Third Reading, we will look at parts that are against the Constitution and either delete them or assume that they are not there. However, I think the whole essence of the amendments is to actually reduce the powers of the Commission. view

We have adjourned this House more than five times, including by the Vice-Chairman of the Committee on Administration and National Security, to discuss insecurity. The issue of hon. Aduma has been stated here. He came here, but he still got threats involving even the security personnel. I think the problem is much higher than we are seeing. • 13 Nov 2013 in National Assembly: In Westgate, we had a problem. The Committee on Administration and National Security summoned everybody to appear before the Committee and nothing has happened. Even the Constitution is not being followed. In Baragoi and even at the Westgate, the Army was involved. The Constitution provides that the President should, as the Chair of the National Security Council, report to this House annually. The state of security is such that, that should happen now.
