  • 12 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairlady, I stand to oppose that amendment. Basically, this amendment is in the same principle that we had in Clause 6. Whereas I agree that in a marriage people will share equally but, really, it is also important to note that every partner must make an effort to make a contribution. If it is taken for granted that just being in the marriage everything will be shared equally and there will be no question, I do not think that is fair. Therefore, by removing Sub-clause 2 in Clause 7, I think we are denying people the chance ... view
  • 6 Nov 2013 in National Assembly: Hon. Speaker, there is an issue that is being taken lightly and it is a major issue. This is the issue of Integrated IDPs. We need a proper policy from the Government. This is the origin of the two kinds of IDPs: When we had the problem, I was there on the ground. Those people, particularly from Western Kenya, many of them preferred not to be in the camps and went to their homes. They were actually asking for transport. Many from Central Kenya had nowhere to go because of historical reasons. The electronic version of the Official Hansard Report ... view
  • 6 Nov 2013 in National Assembly: That issue has been there from that time. How do you compensate people who went home? They came from exactly the same source. That is what has brought about the discrimination of Kshs10,000--- view
  • 6 Nov 2013 in National Assembly: Thank you, hon. Speaker, for giving me an opportunity to discuss this report. I am new in Parliament but one thing I still would like to know is: Why does Parliament speak in parables and make it difficult for Members to make decisions? view
  • 6 Nov 2013 in National Assembly: It is extremely clear that we are discussing two issues – one which is not being stated and one which is in the report. The one which is not stated has everything to do with the sacking of Charity Ngilu. Now, that is what everybody is discussing without saying where it is in the report. view
  • 6 Nov 2013 in National Assembly: So, we then divide the House into those who cannot speak their minds and those who are afraid. Now, from the issue here, it is obvious that the Constitution and the laws were violated. That is true and it is in the report. Therefore, I support the report but nowhere in this report is it indicated that after that is said, Charity Ngilu should be sacked. I think that so long as we Members of Parliament do not come out and speak plainly and in a simple manner, we shall be a disappointment to this nation and we shall also ... view
  • 6 Nov 2013 in National Assembly: because they should have said that here today. It is making it difficult for us to support what is clear. Impunity is a problem. Officers are scared. They can be sacked any time. Processes were not followed and we should say that is wrong. Even the amendment we have put in place is still not clear. So, I think I want to confine myself today to this report and say I support it because the Constitution was not followed. The processes were not followed. However, I am waiting for tomorrow for anybody to come, be it the Leader of Majority ... view
  • 5 Nov 2013 in National Assembly: Hon. Speaker, last week when I rose to contribute on this issue I said that African women and children die across the Sahara Desert, the Mediterranean Ocean when they are leaving Africa in search of a better life because we the leaders of Africa have not been able to or are unwilling to provide an environment in which they can live. I said that this Report before us gives the clearest example--- view
  • 5 Nov 2013 in National Assembly: Hon. Speaker, this Motion where a company, perhaps, in collusion with a group of people sought to defraud and, actually in mind, defrauded the The electronic version of the Official Hansard Report is for information purposesonly. • 5 Nov 2013 in National Assembly: Kenya Government of Kshs300 million and also sought to sell and destroy the Strategic Grain Reserve (SGR) of this country--- Hon. Speaker, anybody who seeks to destroy the SGR is a murderer! That person or those people seek to let Kenyan children starve! We have seen on televisions across the world the pictures of Africans starving and begging. Where we have not supplied anything, we seek to be paid millions of shillings. We have not supplied anything and we seek to destroy the SGR. This is equivalent to somebody going to Kitale and Eldoret and burning all the maize before ... view
