  • 6 Aug 2013 in National Assembly: talking about vehicles. I would propose that we amend that by saying that every two years, except in the case of vehicles where we should put a minimum of three years. I support the amendment, but I ask the Mover to propose an amendment and where you have every two years, you should say “once in every two years except in the case of vehicles where it should be three years”. view

  • 31 Jul 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir, for giving me this opportunity. I have been waiting the whole morning and I was very worried that you were going to curtail our discussion. Although we have a Motion coming, I think this is an extremely important debate. There is a monumental or grand conflict between wildlife and people. We have agriculture which is the mainstay of our economy. We also have wildlife that is mainstay of our tourism and at the same time we have a growing population and there is dwindling of arable land per capita. So, we are happy ... view

  • 25 Jul 2013 in National Assembly: Hon. Deputy Speaker, first of all, let me thank the Leader of Majority Party. This is the best message he has brought to this House in a long time. Let me also thank hon. Chris Wamalwa for bringing this question. As designed, this Fund is very closely related, structurally, to the YEDF and the WEDF. Are the YEDF and the WEDF going to continue to exist or will they be subsumed in this new Fund? What will be the relationship between the YEDF and the WEDF on one hand and the new Fund being established on the other, given that ... view
  • 25 Jul 2013 in National Assembly: Having said so, let me say that the worst thing we can do for the new Fund is to start wrangling over it as to who should control it. Whether it is controlled by the WCRs or other Members of Parliament, the most important thing is whether we are targeting our people and serving them well. We should stop being selfish. We will always be re-elected to Parliament, if the people we represent here are served well. So, let us not cry for control of the funds. Let us cry for service delivery to our people. Let us sit down ... view
  • 24 Jul 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, I thank hon. Kigo for bringing this Motion to the House. In the last three months, we have passed three Motions regarding the youth. That is how important it is. We must realize that the problem of unemployment amongst the youth is the greatest threat to our stability and the greatest impediment to our economic growth and development. There is no way this country is going to move forward. We cannot achieve the Vision 2030 or the double digit growth that we are dreaming of if the youth is not engaged. Unfortunately, we talk much ... view
  • 24 Jul 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, we have had programmes and they have not had impact. The Youth Enterprise Development Fund (YEDF) has really not had the impact we expected. In my mind, again, this was not preceded by training of the youth. The funds were available, some youth took them but they could not use them properly because they were not trained. We have said here that many of the middle level colleges were turned into universities. Countries do not grow a large number of university graduates that are not supported by technologically competent middle level skilled personnel. That is ... view
