Hon. Speaker, the NG-CDF has helped us to realise that money works better if it is devolved to the grass root level. So, creating the Ward Development Fund and if appropriate laws are put in place, will be as effective as the NG-CDF in implementing the devolved functions. I can tell you in my own county, there are things we would want to do, but we have to go to the county. Corruption is another thing. I have always believed that there are only two things if they can be removed in this country, we will fly, namely, negative ethnicity/tribalism and corruption. So, the laws that are put for speedy resolution of corruption cases are important. The establishment of the Youth Fund is important. There are issues of judiciary ombudsman or the SRC, and these are things we can look at. I end by saying that if we proceed with this process properly, we may create a nation out of the State called Kenya.

Thank you, Hon. Speaker. I also want to support that. I am not a lawyer, but what I find most interesting is that there is an institution which has to give somebody authority to petition the House. That is what I find most disturbing. I am advised by T.J. Kajwang’ that it may be unconstitutional. Thank you, Hon. Speaker.

Thank you, Hon. Speaker for giving me this opportunity. I rise to support the Motion for two reasons. First, the Senate has done a good job. The Budget and Appropriations Committee has also scrutinised the work that the Senate did. More importantly is that, for once, we have avoided the delays that come from our disagreements. Hon. I believe there is an intrinsic structural problem that we had not looked at and it starts at the time of the Budget Policy Statement (BPS). When that document comes to us, it gives us a lot of information on the needs of the National Government which we base our decision on. We even think of how we can help our constituencies. the counties need except that we use the formula that we know of not less than 15 per cent. That is where the problem is because if we had known, then we would react appropriately. The only information we have is conditional grants. We know what those grants are going to do in the counties. They are the ones we discuss. Thank you, Hon. Speaker for giving me this opportunity to contribute. I rise to support the Motion. I must appreciate that you made a correction on the President’s Order. You noticed that there are some officers who do not respect liberal or technical issues which is very important. When we had a committee meeting today, I noted that some officers were not very clear on technical issues in giving direction on what should be done and what should not be done. That cannot be allowed in a pandemic.

The COVID-19 situation is worse than in the first or second waves. It is not only about the number of deaths that are being reported here, but also Members have noticed that deaths have increased in the rural areas, particularly among the old people. You hear every time that they had a chest infection. We told the Government that it is important to monitor the deaths, so that even if we cannot test, we will know that people may be dying without being tested and, therefore, they are part of the COVID-19 deaths. If this happens and there is increased transmission, then obviously, you give more chance for mutation. Therefore, we are likely to get the very bad variants. I urge all of us that when we go for recess, we should be the first ones to guide our people because they listen to us. Let us follow the guidelines.
