  • 30 Mar 2021 in National Assembly: Members of Parliament and parliamentary staff are at risk. I have not mentioned the Members of Parliament because of age. The median age is important, but not the average age. This is the age above and below 50 years. The other issue is the frequency of exposure. If you have massive exposure, then even age does not protect you. You noticed during the months that the health workers died, it is not the old or elderly who died, but the very young. The reason is that they had massive exposure. They had huge load of the virus that overwhelmed their ... view
  • 30 Mar 2021 in National Assembly: We are in a serious situation health-wise. We are talking of oxygen. I thank the Ministry for noting that and the insufficient ICU beds. However, what is also more important that does not come out is the human resource. As the CS said, I suggest that we should go for oxygen. We should not put so much emphasis on ventilators. If you do not have well-trained people, the machines can kill people. The emphasis on oxygen is allowed. We should support the Ministry to get oxygen. The electronic version of the Official Hansard Report is for information purposesonly. A certified ... view
  • 30 Mar 2021 in National Assembly: Hon. Speaker, I will ask for more time to contribute. The vaccine is safe. I took it and I did not feel anything. view
  • 30 Mar 2021 in National Assembly: The risk of dying from the vaccine that we have now is much less than the risk of dying when you take your car and drive to Kisumu. view
  • 30 Mar 2021 in National Assembly: Thank you Hon. Speaker, for giving me this chance. I just want to talk about the vaccine. I think what we need is a widened programme for the vaccine. As of now, it is restricted and although we have the criteria, people actually do not know exactly where they can go and get it. Secondly, we need a single policy and programme for the vaccine. I think it will be confusing if we have more than one vaccine, particularly if we are paying for one that is being run through the public sector. It will bring serious confusion. So, I ... view
  • 25 Mar 2021 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me this opportunity. I rise to support this Bill. This Bill addresses the issue of succession which is at the heart of a lot of problems and disruptions in our social order. You know that marriage… view
  • 25 Mar 2021 in National Assembly: Thank you, Hon. Deputy Speaker. As I was saying, this is at the heart of succession which actually disrupts our culture and social set-up in a very major way. Marriage, children and family are the core of any society. So, any issue that touches them is extremely important and the issue of succession has been such an issue. Members have said here that it has tainted burials of many very prominent people. Bodies have been kept for years in the mortuary. Funerals have been disrupted and strangers have appeared when people should be mourning and it is just because of ... view
  • 25 Mar 2021 in National Assembly: So, this Bill has come at the appropriate time. I thank Hon. Kaluma. The whole essence of it has been around the definition of a spouse, marriage and dependants. This Bill actually addresses those adequately to my mind. In the definition of dependants, it has been assumed that husbands are not dependants of wives until proven otherwise. As you are fighting for the gender rule, time has come that we also have to accept the reality that many men are actually dependants of their wives and justifiably so. They sometimes support the wives in their pursuits. So, it is important ... view

  • 25 Mar 2021 in National Assembly: Thank you, Hon. Speaker. I rarely get agitated on this matter, but what we are seeing here is a deliberate structured effort to kill unions. If you look at these answers, the reason why they are not doing gazettement is involving administrative matters such as bank accounts for collection. That is just a process of collection procedures. Then he says that this matter is pending and has been met with a lot of difficulties. He goes on to say that they have sought guidance. At the same time, they are saying they are doing a concept paper which will then ... view
