Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this Bill that I support. Abuse of narcotics and psychotropic substances is a big problem in the country. It is affecting people, particularly the youth and disrupting their lives, education and young families. Apart from the mental illnesses that occur, they also get physical diseases like Hepatitis and HIV/AIDS, which are rampant among people who are using drugs. Thank you, Hon. Deputy Speaker. May I also take this opportunity to congratulate the Chair of the Committee for the good report he has given. I have only two comments to make. One, boda boda is a very useful means of transport and very important for this country. It is important that boda boda operators are regulated as everybody else. Licensing is very important. However, I have noticed, particularly in the City of Nairobi, that the operators do not seem to be actually bound by road rules. I have noticed that they disobey the rules as police officers watch. This Bill, which seeks to amend the proceeds of crime law, carries the sentiments of many people. Many communication companies are conducting more than one business with one registration and one regulation. I do not think that is fair. They are basically in communication business like mobile banking. is something we noted in the discussion which we needed to look at during the Third Reading. It is our practice that when there are amendments, they should be discussed beforehand by the Mover and the persons proposing the amendments. There were many amendments from Hon. Millie Odhiambo during the Committee of the whole House. What transpired was that in nearly all cases, there were agreements. It turned out that there had not been some discussions in this regard.
