8 Sep 2020 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to contribute to this discussion. Let me start by congratulating the Committee for the massive work it did. It has brought a huge Report on the management of our State corporations. I will not go into the details of each of the State corporations they have talked about. I am congratulating them because they have done something that I have never seen before. They have brought out the general weaknesses that are affecting the management of all of our State corporations. I think this is very commendable. This is ...

8 Sep 2020 in National Assembly:
For example, one common thing they found among all corporations is lack of security or ownership of properties like buildings, land and equipment. Most corporations lack properly secured properties, do not have title deeds and often this leads to losses. If you look at mono- corporations, they have huge tracts of land without title deeds. This has led to massive losses and irregular acquisitions of land. In the end, people have suffered because those lands were acquired using improper ways and innocent buyers have gotten into problems. For this, they have made recommendations addressing how those agencies can be assisted. ...

12 Aug 2020 in National Assembly:
What I wonder is: Are the processes in the Senate same as the processes here? Here, we have prepublication scrutiny which goes through the committee. How do these Bills pass through prepublication scrutiny without this being noted? I think, it may be an issue of the process not being adhered to or taken seriously.

12 Aug 2020 in National Assembly:
Thank you, Hon. Speaker. I am going to respond to a Question by Hon. Baya of Kilifi North Constituency. He raised it on 20th July. He sought a Statement from the Chairperson of the Departmental Committee on Health regarding the reliability of testing kits by the various service providers that conduct COVID-19 testing in the country. The Hon. Member was with us when the Ministry gave the answer. Actually, he was satisfied. I can see he is gone. I think this is so important. We can spare some time to listen. That is because this has been asked by other ...

12 Aug 2020 in National Assembly:
Because of that, Hon. Baya raised three questions in view of the two contradicting results in respect of Ms. Khalid Nafula Mwanaidi and her children. What the COVID-19 status now is, and what measures the Ministry of Health is putting in place to ensure that testing kits for COVID- 19 meet the World Health Organisation (WHO) standards. What measures the Ministry is putting in place to ensure that the tests carried out in various laboratories meet the scientific attributes of reliability, validity and consistency. In regard to the SARS-CoV-2 testing, it is always safe to repeat the test. I am ...

12 Aug 2020 in National Assembly:
The third part of the Question was on measures the Ministry is putting in place to ensure that the tests carried out in various laboratories meet the scientific attributes of reliability, validity and consistency. The Ministry has developed COVID-19 Test Laboratory Quality Assurance Guidelines. This document is designed to standardise all phases of testing prior to release of results and provide corrective action guidance in the event of result discrepancy. The Ministry has also set up COVID-19 Laboratory Proficiency Testing Scheme, a programme that involves a comprehensive quality assurance mechanism where all phases of testing are monitored. Let me summarise ...

12 Aug 2020 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill. International referral of patients is rampant in this country, and as Members have said, there are many times that people go out for what can be treated here; where we have the skill and where you even have the equipment. So, there is need for regulation. This need for regulation is basically to protect the patien. One, to make sure that they get quality care where they go. Not all patients who go out get the kind of care they are thinking about. We also have to protect ...
