What this Bill does is to amend the parliamentary pension scheme, so that it is aligned with the Constitution and the requirements of the Salaries and Remuneration Commission that provided that Members of Parliament get gratuity, even if they are in Parliament for just one term. The further benefit that accrues in this Bill is that it recognizes the special social circumstances of Members. The working conditions of Members are unique. The money that comes to the hands of these businesses is never repatriated like the money for the big international companies. So, we are putting money into the hands of our people at an interest that they can afford and where they cannot afford collateral, they are actually supported. These are actually the businesses that compete with multinationals. I will give you an example of the oil industry where multinationals are literally pushing out small micro-businesses. As I stand to support this, I would like the Parliamentary Service Commission to be extremely careful when they are implementing the car loan. I hope it is not meant to replace the funds Members have been getting for cars. That will then disadvantage Members of Parliament compared to other State officers of their level who have cars which they use on a daily basis given by the Government.
