I want to agree with the Mover that this is probably something which should have been presented to a full House. It is extremely important because if you look at the value of space science and aeronautical engineering, it is the modern thing. If you look at it, you will find that defense is a major factor and it is what makes America such a powerful nation. It is actually defense which is related to their knowledge in space and aeronautical engineering and the information they can transmit. view

Looking at the aeronautical science and exploration, people are already planning whether they can live or mine in other planets or if we can have space tourism. If you go to medicine, you will find that many of the instruments used nowadays are a product of space science that comes as a by-product. We can also use it in various places like agriculture or road engineering. This is the place where we should be and definitely, we need this Space Centre. They are beating us because of where we have placed this Centre. On the other side, this is about universities, science and technology, but we have placed it in the Ministry of Defence. This is a very important issue in a country where formal employment is low, to begin with, and where data that we have indicates that only 11 per cent of the people in that low employment have some retirement arrangement. It means that a lot of people, even those who are working, live in anxiety and fear of old age. The issue starts, as you remember, with two committees in this House trying to investigate one thing. You directed that both had mandate and they could go as long as they kept their mandate. They should have been clear on how the private investors will help the Government to deal with the losses. We cannot take all the loss of KQ and put it to the people of Kenya.   • 3 Jul 2019 in National Assembly: Hon. Temporary Deputy Chairman, I also stand to oppose this. In these commissions, sometimes there are issues in which you may need expertise from somewhere else. I have seen that the process of the House of electing or selecting Members to the Commission quite often does not take into consideration the expertise that may be needed. They may feel that they need somebody to advise them on something specific at a specific time. That is necessary. Further, it limits the fear that we will pick people to sway the decision. For that purpose, I oppose the amendment. view
