Hon. Temporary Deputy Chairman, I want a brief clarification because the distinction is very important. The difference I see in the Bill as drafted is that there was an authorised officer, but in the amendment, the words, “authorised officer” have been removed. Can the Chair explain to us exactly what that means in operational terms? If they are accounting officers and you leave out the words, “authorised officer”, it splits the function of that office. So, can we get that clarification before we move on?

Hon. Temporary Deputy Chairman, there is a minor issue. We should also look at parts (a), (b) and (c) separately. Part (a), as Hon. Oundo was saying, is quite clear. You have to remove that “and” and have “or”. That is okay, but we are taking the whole thing as it is. When we come to the rest, we are making it complex. Temporary Deputy Chairman, whereas I agree with what the Leader of the Majority Party has said, I thought sub-clause (5) had some reason in it, that the Commission may request the transfer or redeployment of officers in the unit. If it is a unit serving the Commission and they actually feel that there is need to change, they may do that. Thank you, Hon. Speaker. Let me congratulate Hon. Sankok for bringing this Petition. This is an extremely important illness. All illnesses are significant. The main point, and we will discuss this more in the Committee, is the availability of treatment. These being considered as blood products and are, therefore, not used as pharmaceuticals means that they are unavailable for purchase from KEMSA. That is the main thing that we will prosecute when we go into the Committee so that these are made more easily available even in hospitals in the counties, so that the patients can be helped. It is tragic that there are people in this House who believe that the work we do here is useless. That is a tragedy. I stand to support the Report of the Departmental Committee on Health, which I am a member of. As I said yesterday, the Report outlines a lot of problems that we noticed in the referral hospitals. Most of them are understaffed and overcrowded with debilitated equipment. All those arise from low funding. Members brought that out quite well. counties for their hospitals to work so that KNH and Moi Teaching and Referral Hospital can do their work. It is important that the Judiciary, Prisons and the Ministry of Health work together for the good of Mathari National Teaching and Referral Hospital, in particular. We have patients there who were admitted through court orders. They are criminals and unwell. They cannot be discharged by the medical staff. So, Mathari National Teaching and Referral Hospital is also serving as a prison. That is the main cause of congestion and it should be taken care of.

There is something that we should try out in this country. We have recommended it in our Committee Report. Moi Teaching and Referral Hospital and KNH have dual management. They are parastatals that are under the Ministry of Health, that is the hospital and they have the university which is doing most of the work. It is time, as we have recommended, that we have true university hospitals managed and run by universities. World over, they are the best hospitals. Thank you, Hon. Temporary Deputy Chairman for giving me this opportunity. I stand to support this amendment. It does three important things. One, it provides some funds to the Senate for supervision. The truth is that the Senate has a big job in supervising the counties. Two, we have had issues between us and the Senate. For once, the fund we are bringing in will bring peace between us.
