Thank you very much, Hon. Speaker. Given the kind of debate that we have had here and given the mood of the House, I suggest that the Mover be now called upon to reply. I realise that people are barely repeating what has already been said. I believe this is the true position.

Thank you, Hon. Temporary Deputy Speaker, for recognising me. At the outset, I want to thank Hon. Omar Mwinyi for coming up with this Motion. As they say, experience is the best teacher. Hon. Omar Mwinyi has had problems with law enforcement agencies before, when he was opposing the views of retrogressive governments. Occasionally, he was arrested and sought this document but was not able to get it. This Motion is coming at an opportune moment when his Excellency the President is giving an indication that he is serious about corruption in this country. These are issues that should be ...

The police officers, doctors and chiefs who are public servants demand money from downtrodden people who have already paid taxes. The taxes provide for their salaries or money to enable them run their offices. This is a very good Motion and I hope that once it is passed, the Committee on Implementation will follow it up and ensure that it is not only passed in letter but it is also implemented so that poor people can access these documents without paying. With those few remarks, I want to say that this is a good Motion and I want to support ...

Thank you, Hon. Temporary Deputy Speaker. I also wish to add my voice to this Bill. I believe that it is a good Bill despite some few limitations in it. I know it will add value to our country in terms of boosting our economy. What I would like to have entrenched here is enough public participation so that there is full disclosure. There should be enough time for interested members of the public to contribute adequately. Since this is going to involve a lot of money and interest, the authorities should ensure that they apply very competent considerations. I ...

Yes. I wanted to caution my respected colleague that this Bill is about directors. It is not about balancing of tribes. When the time comes, we will advance insurmountable arguments that will outweigh her argument.

Hon. Temporary Deputy Speaker, with humility, I would like to know under which Standing Order we are gagged from getting donated time. The norm in this House is that the Mover has the freewill to donate time to a few Members. I have been on the queue for hours.

With a heavy heart, I am not in the practice of opening controversy with the Chair. I am always loyal. I would have wished to contribute to this Bill because I am a dissenter.

Thank you very much, Hon. Speaker. I have been waiting for my turn. This is an opportune moment for Parliament. I urge my colleagues to keep a level head so that we delve into this matter without bringing in politics. I would like to pick up from where my good friend has left. This issue is about taxes of Kenya and the image of our country. We need an investigative mechanism. I propose that another committee investigates this matter and not the Departmental Committee on Transport, Public Works and Housing because it has been there. Many things have been mentioned ...
