Yes. I said that I would substantiate by saying that if a Member wants to use the immunity that we enjoy in Parliament to malign others or say things that he cannot substantiate, then I believe that he should not be insulated by the parliamentary privileges.

Hon. Temporary Deputy Chairman, I want to thank Hon. Korir, but this is belated given that it is in history records that when Kenya attained Independence, it was a prerequisite for any company to give shares to local Kenyans. The immense greed of Kenyans made us reduce it to 10 per cent which, during the late Dr. Kiano’s tenure started going to individuals’ pockets. It is a good idea but it is ill conceived. Thank you very much, Hon. Temporary Deputy Speaker for giving me this opportunity to add my voice to this very well-conceived Motion. For purposes of harmony in the structures of our defence forces and mutual co-operation for the East African states, this Motion has come at a very good time. My fear is that we have a lot of differences in our political ideologies, but the East African countries have tried to harmonise their ideological concepts, so that they are almost reading from the same page. If this concept is conceived and signed, it will go a long way to give the East African states an opportunity to enhance their defensive mechanism, so that, should there be any problem like what we are seeing in Burundi today, the first step would be for the East African countries to summon Heads of State or government in place to try to find solutions rather than crying out to the big brothers as is the case today.
