  • 30 Jul 2015 in National Assembly: We will have an opportunity to forge common ways. I am sure our security apparatus, namely, the police and the intelligence services already have on board certain mechanisms of bringing their heads together with a view to curbing prevalent criminal activities which have been going on. I know that the heads of the criminal investigation departments in the East African states have a common agreement. They often meet in different countries. I know that the intelligence services also have the same, but this will make it formal and will go a long way to curb the rampant insecurity challenges that ... view
  • 30 Jul 2015 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker for seeing me. I had initially intended to second the Motion after I was requested by my good friend, Hon. Gumbo. Fortunately, a Member of the Committee came and overstepped me. This Report has elicited a lot of anxiety and made Members impute several motives. Finally, the House Business Committee has found it wise to bring this matter before the House. I implore upon Members to take their good time, read the Report and make very rational deliberations during the debate. Whoever is found culpable should be taken to court and action ... view
  • 30 Jul 2015 in National Assembly: Otherwise, I take this opportunity to thank the Committee for having given--- We are not very satisfied. We expected much bigger and more credible things than what we have read. However, Members should express their feelings freely. Thank you very much for giving me the opportunity. view
  • 30 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Being a member of the Departmental Committee on Labour and Social Welfare, I would like to take this opportunity to second this Sessional Paper No. 4 of 2013. Hon. Temporary Deputy Speaker, it is a very ambitious program. It will help the Government to spruce up its policy on employment. Currently, we are not doing very well as far as employment is concerned. I believe this will give the Government the necessary gadgets to know the unemployment indexes as compared to other countries. Recently, I toured Switzerland in a delegation and a challenge was ... view
  • 30 Jul 2015 in National Assembly: Hon. Temporary Deputy Speaker, back to the subject, I think this Sessional Paper will help the Government to read proper indexes in good time. I hope the players will use it to make sure that proper regulatory measures are taken. What is consternating however is that as much as I support this Bill--- I want to reiterate what I said yesterday when we were discussing Sessional Paper No. 2 and it went on record. In future, we should learn from example. President Obama was our guest the other day and he showed us in practice what patriotism means when it ... view
  • 29 Jul 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. As has been exhaustively expressed by my colleagues on the Floor of the House, many of those issues will touch on the workers of this country. They are things that are geared at improving the services, lifestyles and working conditions of workers. I believe that sensible Members and, more so, those who are in the Departmental Committee on Labour and Social Welfare will need more than three minutes. That is because we are not just merely coming to say “Aye” or “Nay”. We need serious deliberations. We will go blow by blow on each ... view
  • 29 Jul 2015 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker, for giving me this opportunity to add my voice to this valuable concept. This concept of National Industrial Training Authority (NITA) must be commended. I went to a technical school in my early years and the concept of NITA is not a new one. Then, we had much more organized attachments. It is just unfortunate that in Kenya, we drive going backwards. Things that should be driven forward are driven backwards and then later on, we run after time trying to reintroduce them as new concepts by doing a bit of polishing. ... view
  • 29 Jul 2015 in National Assembly: brought together by the Ministry because it is a tripartite Ministry. This attitude of “we are the Government” must stop in the Ministry. Thank you very much. I wish to support. view
  • 29 Jul 2015 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I am a Member of the Committee. This concept was brought to Mombasa when I was out of the country, courtesy of the Speaker of the National Assembly. I had gone to represent the country in a different committee. But I want to confirm without fear of contradiction that up to the time I am standing before this House, the Ministry or the Committee has not done much to consult the Central Organization of Trade Unions (COTU) and the Federation of Kenya Employers. In fact, they have not been consulted. I would ... view
