Thank you very much, Hon. Temporary Deputy Chairman. I stand to oppose the amendment, although I have a lot of respect for the lady because of her high brilliance. I mean Hon. Amina Abdalla. Out of experience, I have seen committees where names for appointment have been floated for people who have not actually applied for those jobs. This is a very serious job. We want to move the country forward and fight the dragon called corruption. We must have a very serious panel that will interview those people, but which is not PSC that takes instructions from the Executive. ...

On a point of order, hon. Speaker. I have been forced to interrupt my good friend, Johana Ng’eno, the Member of Parliament (MP) for Dikdik when he insinuated that corruption permeates from the top to the bottom.

Is he imputing that our beloved President is also corrupt, even after bringing a list of corrupt leaders to this House, who included members of his Cabinet?

Thank you very much, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute on this very weighty matter. I want to say from the outset that two issues are in my mind. One, people are reasoning on this debate as if it is only a menace facing our brothers from Central Province. This is a menace that is facing the entire country. As leaders, we must stand tall because I know there is fear among us. The chang’aa brewers and consumers are our voters. As politicians, we are always cagey when it comes to dealing with issues that ...

Thank you, hon. Temporary Deputy Speaker. We do not want selective commendations. It is common knowledge that Omolo Okello did more for Kenya Airways Limited to be where it is than any of those chairmen you have mentioned. You should not be selective.

Thank you, Hon. Temporary Deputy Speaker. Given the mood of the House and noting that Members are repeating themselves because my good friend and neighbour, the Sigowet/Soin Member of Parliament had talked about this thing before and even talked about the concern that Kshs3.5billion had been factored for irrigation when we know it only went to Mwea, it is time for you to call the Mover to reply.

Thank you very much, hon. Deputy Speaker for giving me this opportunity. I want to take this opportunity to thank the Senate for making very keen and accurate observations in key areas. I had the opportunity to tour America courtesy of the sponsorship of this House. One of my duties was to see how order and prudence in Government expenditure is done. I was also fortunate to meet the so-called First Ladies (read the wives of Governors) and I had the opportunity to remind them that they should advise their husbands to run the affairs of the counties the same ...

We have also seen in the past tenders awarded to people on very flimsy reasons. Most of them are awarded before formal decisions are made because certain interested parties who have political support, have a way of meandering around it. We tried our best, during the deliberations on this issue, to close those gaps. I want to appeal to the technocrats, more so the professionals in this country, that whatever comes in their domain--- For example, when we are doing roads, the engineers should do us proud by making sure that they give certificates to jobs that are done in ...
