  • 3 Jul 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker for giving me this opportunity to speak to these important amendments. I would like to support the amendments given by the Committee that we gave the mandate to do mediation. I believe Kenyans had very high expectations out of devolution. I want to support the Government for trying as much as it could to devolve most of the functions and give substantial amounts of money meant to cushion the poor mwananchi in the grassroots. However, unfortunately, the dreams of many Kenyans have been shattered by the governors who have not interpreted correctly the intentions ... view

  • 2 Jul 2014 in National Assembly: Thank you very much hon. Speaker for giving this golden opportunity to speak to this Motion that touches on a very noble course in the hierarchy of human needs in this country. This Motion could not have come at a better time. It is coming at the backdrop of a time when Kenyans are crying on the way devolution governments are being run. It was a wrong time as much as we support devolution. I think we needed time, a lot of stability in devolving many of our various departments and, more so, health. I will take this time to ... view
  • 2 Jul 2014 in National Assembly: managed properly, despite the financial challenges that we have in the country. Health was so great a department and need, to have been devolved. I want to take this opportunity to thank my colleague hon. Muli, for coming up with a very pragmatic amendment that needs to be supported. This thing does not require party allegiance, tribal allegiance or those other considerations. People are dying in hospitals. Who does not know that the county governments do not have the capacity and they lack preparedness? We have county governments where institutions that were devolved and, more so, health, are not functioning ... view

  • 3 Apr 2014 in National Assembly: Hon. Deputy Speaker, I am appalled. It is consternating that none of the Chairs are available when this question is asked as a matter of urgency, in view of the collapsing sugar industry. They were told that this was very important and they were asked to fast-track the answer. But, today, when the House is ready, it is not there. I have personally been invited to go and express myself on behalf of my constituents who are the majority sugar-cane farmers and sugar-cane millers and each time, I see those people very seriously following the Kenya Sugar Board (KSB) officials. ... view
  • 4 Mar 2014 in National Assembly: Thank you very much, hon. Speaker. I want to add my voice to that of my colleage on this very good debate on the Committee’s recommendation. I want to confirm that I am a Member of this Committee, and that I appeared before the interviews with a lot of focus and passion. view
  • 4 Mar 2014 in National Assembly: Initially, when I got the list, I went through it and I had intended to shoot down the name of Dr. Nyokabi on account that she comes from Nyeri. In the recent appointments, many Nyokabis and Wangaris have been brought on board. I intended to support Dr. Alawy on the premise that, as much as I am not in ODM, there is umbilical cord that ties the people of Kwale, where he comes from, the people of Nyanza, and by extension Muhoroni, which is a tribe almost similar to the Kipsigis. However, when I delved deep into the Report, I ... view
