Hon. Temporary Deputy Chairman, I have a problem, even as you attempt to put the Question. The Deputy Speaker gave us guidelines on how this debate is supposed to be executed. One of the guidelines was that no one was going to bring an amendment on the Floor of this House during debate. Therefore, it was on account of the amendment that was proposed by the Committee that some of us did not bring similar amendments. Hon. Temporary Deputy Chairman, the only question I have is whether at this point, I can introduce an amendment to this Regulation. In my view, as correctly put by hon. Nyikal, I would rather we assign this role to a particular authority. We could agree that the County Women Representatives do this, which I support, but with a rider to it. I am of the view that the Women Constituency Representatives do appoint, in consultation with the Constituency Member of Parliament. Disability is a very sensitive issue. I have heard what he has said; he is giving a commitment on behalf of the Ministry that they will look at the section and, perhaps, consider putting up the speed bumps and the rumble strips. My only request would be that he follows through, and ensures he comes back and gives me a firm indication as to when exactly this thing is going to happen, so that I can communicate to my people effectively.

Hon. Deputy Speaker, I also want to concur with the other speakers that the answer provided by the Leader of Majority Party is puzzling, to say the least. Hon. A.B. Duale has stated that despite the lack of information concerning these plots, as he called them, the Police Department is carrying out investigations on allegations. Who is the complainant here?
