  • 6 Nov 2013 in National Assembly: If you look at the issues that have been raised, it is clear that in a number of instances, the Cabinet Secretary accepted in broad day light that, indeed, by purporting to create the office of the Director-General of Lands in the Ministry, she violated Article 234(2)(a)(i) of the Constitution. You can go further and establish that by looking at the appointments that she purported to make, namely appointing Mr. Peter Kahuho, redesignating Mr. Zablon Mabea as the Lands Secretary, transferring the Director of Survey and his deputy and appointing others to their position, the Cabinet Secretary violated the Constitution ... view
  • 6 Nov 2013 in National Assembly: With all these transgressions it is important and only fair that you find the Cabinet Secretary responsible, and that she takes full responsibility for these transgressions. It is clear that we are not talking about a censure here; we are talking about the Cabinet Secretary taking personal responsibility and being held accountable for the transgressions that I have highlighted. It is, therefore, important that hon. Members in this House support the proposed amendment, so that we send a strong message that it cannot be business as usual in this new dispensation. Hon. Speaker, Sir, all progressive forces in this House ... view
  • 6 Nov 2013 in National Assembly: Hon. Speaker, Sir, I ask hon. (Ms.) Florence Mutua, the County Member of Parliament for Busia to second the proposed amendment. Thank you. view

  • 31 Oct 2013 in National Assembly: Thank you very much hon. Speaker, Sir. Even though the Chairperson was fairly inaudible, I have been able to get a few issues from her response. The matter of Kenyatta University is so serious that I would have preferred that the Vice- Chancellor appears before the Departmental Committee on Education, Research and Technology and therefore, have the opportunity to face her personally. Unfortunately, this never happened. view
  • 31 Oct 2013 in National Assembly: Hon. Speaker, Sir, be that as it may, I was very categorical when I was requesting for the statement. I have not seen the hard copy of her response and assuming that she has not provided the names of the students who were either expelled or suspended--- If her list is correct, there is no fundamental issue. view
  • 31 Oct 2013 in National Assembly: Hon. Speaker, Sir, you will recall that on 15th March, 2013, 11 days after the 4th March Elections there was spontaneous riot by the students of Kenyatta University. Anyone who has passed through a university system in this country and more so a public university will agree with me – this is now the next issue I want to raise. It is not conceivable or practical that a spontaneous riot can be done by students of a university that has got thousands of students, but in the final analysis, those found to have participated in the riot narrowed down to ... view
  • 31 Oct 2013 in National Assembly: Hon. Speaker, if I am allowed I can read the names, just to confirm what I am saying because I have a constant interest in this matter. This is a very serious matter and I urge my fellow colleagues to pay attention. view
  • 31 Oct 2013 in National Assembly: Hon. Speaker, one of the 12 students affected is Dan Oluoch Owino, he was a fourth year student and was expelled. He was remaining with only one semester to conclude his undergraduate studies. Dan Oluoch Owino is a poor son of a peasant farmer, who is my constituent. There are other 11 students who were suspended for two, three or four semesters. The names are as follows: Arthur Ogweno; suspended for two semesters with a fine of Kshs30,000; Odera Anyango Beatrice; Omondi Jilali Ochieng’; Odhiambo Justus Onyango; Steve Rundu Olweny; Timothy Otieno Odeny; Hillary Amolo; Geoffrey Onyango; Onyango Collins; Mark ... view
