  • 2 Oct 2013 in National Assembly: Hon. Deputy Speaker, the principles as laid out are so clear that if there are active investigations by the EACC, the EACC does not just investigate people anyhow and everybody, for any matter. For them to confirm that they are investigating you and then your name is brought before this House, then something must be wrong. It appears, therefore, that positions in this Commission are a preserve of a certain breed of people that even if they are being investigated, they have to be pushed into those positions at all cost. This House will be setting a dangerous precedent if ... view
  • 2 Oct 2013 in National Assembly: I, therefore, I want to oppose this Motion vehemently. I want to oppose the appointment of this gentleman in totality and urge my colleagues to do the same. Thank you. view
  • 1 Oct 2013 in National Assembly: Hon. Deputy Speaker, I had initially intended to support this Motion only to be taken aback by the revelation by the Leader of Minority Party that along the way names have changed. I think it is important to note even as we think of whether or not to withdraw this list that it has really been unfair to most Members in this House that five months down the road some of them do not appear in any Committee, including my good friend hon. Mwaura. I would want to suggest that even if the list is being withdrawn you make a ... view

  • 25 Sep 2013 in National Assembly: Hon. Speaker, I do not intend at all to dispute your ruling. I have to abide by it as is the custom of this House. I just want to seek your indulgence. Following your ruling that precedents have been set in the past by your predecessors that matters of constitutionality on Bills and Motions before the House can be raised by Members at any time, would I be in order to proceed and raise such matter at this point in time so that you may take the opportunity to consider it before we move to the Second Reading? Hon. Speaker: ... view

  • 25 Sep 2013 in National Assembly: Thank you, hon. Deputy Speaker. I have a Statement which I am seeking from the Leader of the Majority Party and I can see he is walking out. So am not sure who he is waiting for. view
  • 25 Sep 2013 in National Assembly: Pursuant to Standing Order No.44 (2c), I wish to request for the following Statement from the Leader of the Majority Party. The Statement is about the expulsion and suspension of some 12 students from Kenyatta University, over the 4th March, 2013 General Election related matters. This is obviously the issue about the student unrest of 15th March, 2013 at the University. If you recall, certain electoral materials including marked ballot papers were found at the university leading to a strike, unrest or a demonstration by the students. view
  • 25 Sep 2013 in National Assembly: This matter is urgent because the university academic programmes are on and these students are at home. They therefore risk losing their chance of acquiring a university degree. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 25 Sep 2013 in National Assembly: In his Statement, I would like the Leader of the Majority Party to clarify the following issues:- (1) how many students have been expelled or suspended following those disturbances at the university on 15th March, 2013; (2) the full details of all the affected students, including but not limited to their official names, constituency of origin, degree course they are undertaking and the stage or year of their academic programme; (3) how official election materials or documents left the custody of the Independent Electoral and Boundaries Commission (IEBC) and found their way at Kenyatta University Campus on that material day; ... view
