Hon. Temproary Deputy Chairlady, one of the biggest determinants of the quality of maize is the quality of the maize seed. The biggest cost element in maize production is agro-chemicals. Therefore, if we do not exempt agro- chemicals from this tax, we shall be negating the gains of exempting maize and flour. I urge hon. Members to support this very meaningful amendment. My view would be that even though the Wildlife Bill is just about to be tabled in the House any time from now, I would suggest that the Motion as moved by the Member be processed to its fullness, so that we can dispose of it. That Motion will not have any negative effect on the Bill as published. It can only enrich the discussions that will ensue once the Bill is tabled on the Floor of the House. If you allow me, I will then proceed and contribute to the Motion.

Hon. Deputy Speaker, I am sure you will protect me. What I am talking about is on the procedure. This House cannot even contemplate discussing a Bill which is unconstitutional. Hon. Deputy Speaker, Sir, your Chair cannot accept that the House proceeds to discuss a Bill which has the effect of altering the Constitution. In any case, last week, the Speaker of the National Assembly read a petition from the public which petition was asking this House not to discuss those Bills.

Yes. Thank you, hon. Deputy Speaker. It is on record that last week the Speaker referred a Petition from the public to the Departmental Committee on Administration and National Security to deliberate on the merit of that public Petition. Those two Bills have got the effect of transferring powers from the Police Service Commission to the Office of the Inspector-General (IG) of Police, in effect transforming Kenya into a police state without amending the Constitution.
