Hon. Speaker, thank you very much. I also wish to support this Motion. It has been noted by many of us that really this Motion needed to have come fairly early enough for Kenya to conclude this process of electing its representatives to East African Legislative Assembly. Hon. Speaker, it is known fairly well that Kenya is the leading nation in the East African region. Kenya is leading in various aspects economically, militarily and even democratically. Therefore, it is a sad state of affairs that Kenya should be lagging behind when it comes to very basic and ordinary matter such ...

representation to regional bodies. It is really missing the point. Once we carry out the election tomorrow, those nine women and men will be representing Kenya in that august Assembly. Therefore, it is incumbent upon all of us that as we do that election, we take into cognisance the fact that we should pay attention to the qualities of these men and women. As I can see from the list, the 25 of them are really good choices. The list has people with experience like Hon. Dr. Oburu Oginga and Hon. Hassan Nooru. These are people who have served Parliament ...

Hon. Temporary Deputy Chairlady, I think it is a matter of interpretation. In my view, it is fairly clear in the sense that it presupposes that once you chair any particular committee, then you can only be in that committee and no other committee. Again, once you are a member of the PSC, you can serve in only one committee. Remember, the Standing Orders do not recognise the Commission as a committee. Therefore, it is talking about “a committee,” which means a member of the PSC can belong to one committee just like a chair of any other committee.

Thank you, Hon. Speaker. Let me add my voice to this debate. From the outset, I support the Motion. It cannot be gainsaid. In fact, NG-CDF is the pioneer devolved fund in this country. It is also not in doubt that NG-CDF has had much bigger impact in terms of development than, perhaps, most of our county governments. There are two issues I want to speak to. One is the assurance by Hon. Duale that the names of the various committees will be gazetted tomorrow or so by the Attorney-General’s Office. That is good enough. However, given the bureaucracy we ...

Hon. Speaker, thank you very much. I was just seeking you indulgence so that I may pass a message of congratulations to the four Members of the House from the NASA Coalition who have been duly appointed to the leadership of the House. As all of us are aware, NASA has a very robust parliamentary wing. We have this wing as a way of furthering our broad agenda. Therefore, today is a very important day for us and our agenda is that of fighting for a positive change for the country. We are confident that the four persons named to ...

Hon. Speaker, although I am resisting, I have just come in and found this Motion in progress. I feel it is important that on my own behalf, and on behalf of my constituents of Ugunja, I express my deep condolences to the family of the departed Governor of Nyeri, Hon. Wahome Gakuru. I did not have the opportunity to know Hon. Gakuru well but from the little I have read about him since his demise early this morning, I have come to realise that he was, indeed, a great man. I have also noted that Governor Wahome served at the ...

of the University of Nairobi. I am very attached to that university community. This, coming in the heels of the death of another great scholar, Prof. Duncan Okoth Okombo of the same university, is indeed a very big loss not only to the University of Nairobi community, but to the entire Kenyan community. When death happens, as it happened today, it should bring all of us together. We know that Governor Wahome has left us at a time when we are seriously polarised as a country. Indeed, this death should serve as a lesson; that, we, human beings, are mortal. Today we are here, tomorrow we are gone. Therefore, we need to understand that fact even as we conduct our affairs as Kenyans, and as Members of Parliament. Therefore, I wish to express my deep condolences once again and pray that God continues to guide and help the family that the late Hon. ...
