24 Feb 2015 in Senate:
Mr. Deputy Speaker, Sir, he may be having a clone or a double. I will make very brief remarks. I also want to join my colleagues in congratulating our colleague, Sen. (Prof.) Lonyangapuo for showing his industry. This is not the first Bill that he has brought. I urge him to continue doing the good work. This is one of the occasions when Parliament gives the Executive the tools with which to prevent or fight crime. Hopefully, now that Sen. (Prof.) Lonyangapuo and the Senate have made it possible – if this Bill becomes an Act of Parliament – to ...

24 Feb 2015 in Senate:
Mr. Deputy Speaker, Sir, you know that the law regarding the recruitment of the Inspector-General has been changed and the President can recruit directly. I know that if Sen. Kiraitu is appointed by the President, he is not likely to say “no”. Having been to some areas like Mandera, I am urging the Government to make sure that this tool is properly used. For example, in Mandera, we found situations where some of the positions which should go to the local people are occupied by people from other parts of the country, who would not understand the language and how ...

17 Feb 2015 in Senate:
Mr. TemporarySpeaker, Sir, I want to seek your indulgence. I had been granted leave to move a Motion on a matter of urgent national importance. It was scheduled to start at 5p.m, but there were possibilities of starting at 5.30p.m but in view of the Motion under Order No.8 and the importance thereof, I am seeking your indulgence that I move the Motion tomorrow rather than today so that we can deal with this particular Motion under Order No. 8, with your permission.

On a point of order, Madam Temporary Speaker. A Senator does not make noise; there may be some disorder, but they cannot make noise.

30 Dec 2014 in Senate:
Mr. Speaker, Sir, first of all, let me declare my interest. I am, indeed, acting as counsel and a very competent one on this matter that is being referred to. This is a matter that is being referred to because when the Senate Majority Leader tabled the documents which are supposed to have pleadings, he did not tell us who the parties are and what the case number is. He just tabled some papers and did not put on record what he is talking about. Therefore, it is a bit unfortunate. Secondly, the decision as to whether this matter is ...

30 Dec 2014 in Senate:
Mr. Speaker, Sir, more importantly, it is the question of prejudice. That has not been dealt with and it is too late now to deal with it because the Senator making the allegation should have addressed that issue of prejudice. This is because the burden is on him and not on the House. On the same decision that was made by Speaker Marende on the 10th September, 2009, he had this to say, and this was not the part that was read by the Senate Minority Leader. It says:- “On the question of the likelihood of prejudice to the fair ...

30 Dec 2014 in Senate:
My point of order is that the record may bear the Whip of the Majority witness as saying that state officers cannot represent litigants in court. It is the judiciary itself which has in a ruling, in one of the cases which affected me directly, ruled that I had every power and authority to appear in court and that Article 77 does not apply. So, I am not touting and next time you do not have a lawyer, just come to me.

4 Dec 2014 in Senate:
Thank you very much, Mr. Temporary Speaker, Sir. I was caught up in traffic jam. I should have been here more than an hour earlier, but I appreciate the exercise of your discretion for you to allow me to have the last word on this Motion

4 Dec 2014 in Senate:
Mr. Temporary Speaker Sir, I am talking the last word on the Floor of the House. From the seat of the Speaker, you will definitely have the last word. I had anticipated that this Motion was coming. It is my strong belief that there is a lot that is happening in the country that requires the presence of both the National Assembly and the Senate to be in session until the country overcomes the difficult situation we are in. I have never heard of a situation where a President of a country says that the country is under attack and ...
