  • 11 Mar 2015 in Senate: Mr. Temporary Speaker, Sir, I entirely agree with what the Senate Minority Leader has said but to compound this whole process is that the Chair said that they went and made a courtesy call to the County Commissioner. I do not know whether that was part of the proceedings, but it means that there must be a record of the meetings that they held, there must be minutes and those minutes must reflect the outcome of the Report that they have come up with. I think what the Senate Minority Leader is suggesting is the correct way to go. Let ... view
  • 5 Mar 2015 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I entirely agree with your ruling, but just for purposes of orderliness in the House. I wonder whether the Chair would allow the Members, in matters of this nature, to ventilate whether an issue concerns counties; to give people a chance to demonstrate whether a matter concerns counties or otherwise. Whereas the Chair has the final word, I think it would be important The electronic version of the Senate Hansard Report is for information purposes only. • 5 Mar 2015 in Senate: Mr. Temporary Speaker, Sir, I thank my colleague and friend, Sen. (Prof.) Anyang’-Nyong’o and his team for coming up with this Bill. I know it is not an easy burden to carry. I remember when Hon. Wamwere’s Committee was going round the country; there were so many accusations against Members of that Committee. People said they were anti-development because they did not want people to hold harambees. Similarly, when Sen. (Prof.) Anyang’-Nyong’o brought this Motion about enactment of a statute that would regulate harambees and it was passed in this Senate, there are some people who did not understand what ... view
  • 4 Mar 2015 in Senate: On a point of order, Mr. Speaker, Sir. We have put tools on how to request for time to give a contribution. I checked whether I was on the list or not, or whether I could take a walk and if the rules are changing and there is a better way of showing that I am itching to speak, then I stand to be guided. However, I feel offended with respect to go and check on the list of speakers and find my name on the list and then it is completely disregarded. I have had problems with this. view
  • 4 Mar 2015 in Senate: I have not even started. Mr. Speaker, Sir, in contributing to this Motion, let me also thank the Chairman. view
  • 4 Mar 2015 in Senate: Mr. Speaker, Sir, let me, first of all, thank my Chairman who, together with his counterpart in the National Assembly; they did a great duty to the Republic in performing this particular function which the Senate is going through, not really for the first time, but I think this is the first substantial case that is coming before us. I must also recall that I apologized for not attending some of the meetings but, essentially, I attended some of them. I think this process should be wholly and independently driven by the Senate on its own. Mixing these two committees ... view
  • 4 Mar 2015 in Senate: On a point of order, Mr. Speaker, Sir. Is it right for the Deputy Speaker and the Senator for Murang’a to downgrade my feeling and estimation of the nominee and to compare it to that of Senator Murkomen? If you look at Sen. Murkomen’s qualifications, even in law, you will see that they are nothing compared to Boinett’s. Are you trying to downgrade the Senator? view
  • 3 Mar 2015 in Senate: Madam Temporary Speaker, thank you very much for giving me an opportunity to also contribute to this very important Motion. Initially, I had thought that I would not support the Motion because of certain legal problems that I was seeing in terms of the Constitution and the County Governments Act. However, having reconsidered my position on this, I fully support the establishment of this commission. I hope it will do its work as required. I understand that the distinguished Senator for Makueni asked me what the problem was. Let me touch on it because it may put some light on ... view
  • 3 Mar 2015 in Senate: This is a way of ensuring that Kenya will not continue to be one indivisible nation. You can see that even in Meru, determining who the king of Meru is becomes a problem. I wish they can come to the conclusion that Meru is one ethnic group, but living in a country called Kenya and it has two Senators and I respect all of them. view
  • 3 Mar 2015 in Senate: Madam Temporary Speaker, in conclusion, it is not for nothing that some of these things are coming to the Senate. Dissolution of a county, like the Mover emphasized, is coming to the Senate. The impeachment of the President and even the Deputy President comes to the Senate. These things are meant to ensure that, above everything else, the Senate is considered as the ultimate voice in the legislature on any matter touching a country called Kenya.
